According to Caraway's report to
the Senate. Arnold's collections dur
ing four years exceeded a million
dollars, but the utmost efforts of the
Senate Committee failed to eluci
date where any considerable amount
Tf it had boon expended toward the
ostensible pui poses of the Kirby -
Amold combination.
AH the Committee had before it
ere some alleged audits, by an ac
countant who has convicted and
sentenced for issuing a fraudulent
certificate reciting the solvency of a
corporation. All records of the fi
nancial transactions were destroyed.
They did. however, get a list of con
tributors and found thereon the In-
sull corporations giving SI.500. and
arinus other utility companies, rail
roads and banks, including some in
dividuals eminent in Jouett Shouse’s
Liberty League chipping in a thous
and apiece.
Mr. Kirby on the witness stand
proved so evasive that the late Sen
ator Thomas J. Walsh of Montana
finally gave it up in weariness ex
claiming “Let it go: I find it impos
sible to get the information.”
“You say you have no sucker list,”
suggested Senator Blaine.
“Only,” replied Mr. Kirby—“Well,
won’t say that."
What Senator Blaine referred to
; ;» “sucker list", was perhaps the
most imposing roster big business
and corporations ever adduced
in such a connection. It awed Sena
tor Caraway, who in his report set
forth:
“How business men of ordinary
;agacity can be induced to contribute
o Arnold's purpose is entirely inex
plicable to your Committee. He has

of Congress so far as your Commit
tee has been able to learn. He has
contributed nothing toward the pre-l
paration briefs to be presented to |
committees of either House, nor has
he been a witness before anv such,
yet he gets the money, as evidenced
by the list of contributors to his
American Taxpayers League."
A memorandum found in the Lea
gue's office indicated that the outfit
paid collectors of the contributions
40 per cent on all checks turned in
and 10 per cent on all above S1.00,-
a proposition to merge the activities
of the contribution-hunting “Amer
ican Taxpayers League” with those
of the more imposing body, Mr.
Shouse would be likely to coldly in
form the emisary that his outfit was
itself working that side of the street.
