Exceptions will be made to the foregoing rules in cases
where business houses have no area in which to place gar
bage receptacles. The C.ty Sanitary Department will pen-
ochcally remove the garbage from the receptacles on the
premises but will not remove refuse or materials that are nol
considered garbage or that are not contained in garbase re
ceptacles.
