S. mail steamship Washington has arrived at New “V ork fiom Bremen Vi3 Cowes. She brings dates from England to the 20th ult. The British mail steam ship Niagara arrived at Liverpool on Sunday the 17th ult., and the U. S. maii steamship Baltic, on Tuesday the 19th ult. Ihe Liverpool Markets.— The demand for Cotton has been active, but there ha* been no change in prices. The market on the 19th ult., wis firm and 12000 bales changed hands—making a total for the three days of 30,- 000 bales, of which speculators took 3,000, and exporters 6000 bales. State ok Trade.—Trade in Manchester has slightly improved. The French Funds on the 19th ult., experienced a de cline. The Turkish Question. —In the British House of Lords i.n the 18th ult., Lord Clarendon stated that n answer in entire conformity with the note published by the French Government, liad been returned by the En glish Government to the last Diplomatic note of Count Nesselrode. Eastern aflaiis are regarded in Piuis and London as more p.icitie. l’rojiositious for a com prom i:- reached St. Petersburg on the 9th of July,and the Rus sian Cabinet evinced a disjjosition to negotiate. It was believed that a reply would hare reached London on the 22d ult. Advices from Constantinople to the 9th uU., state that military preparations arc still being made, and that orders have been issued to admit the French and English fleets at any moment into the Dardanelles. A conspiracy against the .Sultan has been discovered, and fifteen of the leaders were executed. The object of the conspirators was to dei>ose the Sultan, and place his brother on the throne, and then to declare instant war against Russia. A dispatch from Constantinople *uys that England, France and German\, had agreed upon the basis of au arrange ment which is to be proposed to Turkey and Busm. The headquarters of the Russian army had been c-slab- : lic-hed at Bucharest, the capital of Wallaehia, and the i entrepot for the Commerce of Austria and Turkey.— ! It is said that SO,OOO men were encamped in its envi- ! rons. Advices from Vienna to the 10th tflt.. state that I large bodies of troops were still marching South, and that seventy tw’o guns of heavy calibre arrived at Jassy on the 9th of July. Exportation of Corn from Naples has been prohibi ts* - 0 .! Tiik Smyrna Difficulty. —-Aavices from Smyrna | state tiiaf the American and Austrian ships of war had determined to fight, and had cleared for action, when the British and French Consuls interfered, and Costa was delivered to the French Consul for safe custody uutil the matter should be arranged at Constantino ple. Affairs in China. —The advices from China are to the 11th of May. The insurgents had raised the banner of Christianity, and had translated and extensively cir culated the Bible, which had created immense excite ment aud seemed likely to lead to the total destruction : of the Tartar raco. They also had possession of Nan- j kin, which is represented to be in ruins, 3nd the whole district in a state of anarchy. They wero preparing to march upon Pekin as soon as tnuy received ineir expec ted reinforcements from the South. The Commander of the British steamer Hermes had returned from his expedition to the seat of the re bellion, where he had been for the purpose of explaining the neutral position of foreign powers. He states that the insurgents had adopted the Protestant form of wor ship. STILL, LATER FROM EUROPE! Arrival of the Steamer Niagara* Baltimore, August 4,1853. The British Mail Steamship Niagara has arrived at Halifax, N. S., from Liverpool, which port she left on the 23d ult. . The Liverpool Markets.— —The Baltic s advices bad a favorable effect on the cotton market, and all qualities had slightly advanced, fair and middling from a six- j teenth to an eighth of a penny. The quotations were 5 as follows: Fair Orleans 7d. : Middling Orleans 6 1-Sd 1 a 6 3-16d. ; Fair Mobile 6 3-id.; Middling Mobile 6d. a 6 1-gd. ; Fair Uplands 6 3 4d., and Middling Uplands 0 1 Bd. An extensive business had been transacted at firm prices, the demand from the home trade and speculators, having been large. The sales on the 22d ult., were 11 000 bales, making an aggregate for the week of 80,000 bales, of which speculators took 13,500 and exporters 7,300 bales, leaving 65,200 bales to the trade. The estimated stock of Cotton in Liverpool was SoiqOiK bales. Rice was firm and active, and 90 tierces changed hands at 255. per cwt. State or Trade. — The Manchester market was thin. The Havre Cotton Market during the beginning cf the week ending on Tuesday, the 19th ult.. was heavy but improved at the close ; prices having advanced from a half to one franc, and the sales having comprised 5.500 bales. Tres Ordinaire Orleans was quoted at 93 francs, and Uplands at S3 francs and 2 0 centimes. The Rice market was firm. The London Money Market was easy at previous rates. American securities were unchanged in every respect, and a moderate business had been transacted at previous rates. Additional Foreign News by the Niagara. Nkiv York, August 7. A telegraphic dispatch from Berlin, on the 20th stated that the Czar had accepted the proposition of trance and England. The negotiations would be completed tvhtm the consent of Austria, which was said to be on the way to St. Petersburg, had been obtained. The English and h reneh funds had improved. Ihe house of the London Timex correspondent at \ ienna had been visited by the Austrian police, the result of which was several arrests being made The Empress of France is enciente. ! The Austriau police were on the track of the pro ; jeetors of the Milan insurrection. It was reported in Paris that the American Minister at Constantinople addressed a note to the Porte, stat ing that the L nited States would support the integrity ol the Ottoman Empire, and henceforth would claim to haw a voice in the* affairs of Europe. Thomas Conner, the youth, was executed at Balti more* on Friday last, for the murder of Capt. liutehiu- ! sou. At the first attempt the rope broke, aud the orim- j nal was thrown violently to the ground. At the see- 1 ond trial the prisoner died immediately. The Missouri Elections. Baltimore, August 3. j Claiborne F. Jackson, Democrat, and a bitter politi cal adversary of Mr. Benton, has been elected to Con gress from the third District, and Samu*! D.
