Capt. Spench ad aM hands saved by the ship Lbenezer, at Liverpool. The ship Robert Kelly also went to her assistance. The cause oi the fire was spontaneous combustion. Christina of Spain is in Paris, intriguing, they say, to marry her daughter to Prince Napoleon, and to set the young couple up as King and Q ieen ot Mexico, or of any South American State that will accept them. The grape disea e is feared in Poitugal. E.va land The crops in England and Ireland were gen erally good. There was no potato rot. It is reported that England is negotiating with Denmark to obtain command of the enlranco of the Baltic in case of a war with Russia. France.—lt is stated that the opening of the French ports to the import of breadstuff’s, is more to quiet the anx.- ety than f.om any fact of a scarcity. The news concerning the crops in the south of France h favorable, particularly lor coin, olives and figs. The same is the case in Cher and Normandy. The funds are steady. The three per cents, closed at 73f. 20c. Four and a Halves 103fi sc. India and China.— The India Mail had arrived at Tri este with Hong Kong dates of June 7, Calcutta 16, and Bombay of the 2oth. The Chinese Empire had been divided, and Nankin de clared independent of the Tartar dynasty. At Canton great anxiety was felt and apprehensions entertained of a rising of the people.’ Trade in India was dull. The Briti h had made no advance on Ava. The steamer Lauringtori was lost on her passage from Shanghai to Hong Koug. Her crew and passengers were saved. Austria.—A dispatch from Vienna of the 22d, states that a conspiracy had just been di-covered, and 47 persons, in cluding several students, had been arrested. The differences between Austria and Switzerland had been nearly settled. LATER FROM EUROPE. Arrival of the Africa—Cotton Improved, New York. August 11. ; The British steamship Africa has arrived at New V ork, i bringing Liverpool dates to Saturday, the 30th ult., three days later than the Baltic’s accounts. Liverpool Cotton Market.—The sales of Cotton in the Liverpool market for the week ending on the 30th, comprise 75,000 bales, of which speculators took 17,000 and exporters 12,000 bales, leaving 46,000 bales for the j t ade. The official quotations are as follows: Fair Or leans, 7J ; Middling Orleans, 6 3 16dfa/6fd ; Fair Uplands, ! 61 J, and Middling Upland.- 6?d. There was an active dc- ; mand, and the middling qualities had improved. There had been larce transactions in American securi ties at slider prices, although the quotations remain un changed. Havre Cotton Market.— The Havre Cotton market was more active, and the sales tor the week amount to 16.C00 bales. PouticaL. —It was reported that the Sultan had officially sig” id the agreement tor the settlement of the diffi culties, dictated by France and England. It is also report ed that Austria k to send an Ambas-ador to St. Petersburg. Beyond this, nothing of importance has transpi.ed. The Porte’s protest against the occupation ol the Danubian Provinces, is temperately written. On the Paris Bourse peace is regarded as effectually se cured, and the funds continue firm. Another Hungarian who had escaped from Beyroot and was at Smyrna, went on board ot Lloyd's Austrian steam er, when he was arrested by the Captain as an Austrian subject. The Hungarian jumped overboard and escaped, when he applied to the American Consul, who gave him protection, and forced the captain of the Austrian steamer to deliver up the re.ugee, with his wile aud ehiidien. Italy is in a feve ish state. In the principal Roman ter rifies there are symptoms of insurrection. Riots had taken place at Bob gna, Ravenna. Rimmi, triuli and ter ra; a, .-aid to be occasioned by the high price ol bread. Ka venua is repo ted to be in a state ot siege. .Numerous as signations had taken place—among others, the Secretary of the Republic, San Marino, had been killed. Ihe city of Rome was in a veiy excited state. It was rumored that taere were several patriot leaders in the city, and the po lice were actively engaged in their pursuit. There bad been a political crisis between the Mini-.-t.ry and the Representatives in Denmark. The cholera was raging fatally at Copenhagen. Austrian workmen have been loibidden by the Emperor to visit Switzerland. (Jen. Concha, formerly Captain General ol Cuba, having written an exposure of the maladmini tration ol affairs in Cuba, a ks permission of bis Government to publish it. The Kosta affair at Smyrna remains unchanged. Later from California >riw York, Aug. 9 The steamship Star of the West has arrived, bring ing San Francisco dates to July 16th, nud SI,UUO,WUU in gold on freight. The steamship John L. Stephens left San Francisco for New York, ou the 16th, “it. a miliiou and a half of gold dust. Business at San tranciseo was active. More Gold—News from South America. New Yohk, Aug. 10. The steamship Illinois has arrived at New York, from Chagres, bringing one million three hundred thou sand dollars in gold dust. Advices brought by her from South America, represent affairs in that country as being in a very unsettled condition. Another Railroad Accdent. New York, Aug. 10. IMPORTANT NEWS FROM CUBA ! Br.tish Scheme tor the Emancipation of the Slaves on the Island, accepted by Spain ! ~. * EW Vo-k. Aug. 10. ihe Herald of this morning has important intelli g-..ee from Cuba. It is stated that ad n.and or re quest had been made by the British Government, fur the appointment of a mixed c .mmissiun, which commis sioners are to be authohs and to search the estate* and all places i Cuba where new importations from Africa are opposed to be sheltered,and that the Spanish Govern ment had giveu its assent to the proposition of England. It is stated that the Captain General, previous to re ceiving orders from his Government, authorizing the proposed mixed commission, had searched several es tates, from which he had taken a great number of negroes. I he present agreement between England and Spain, as proposed bv the former, is as follows : Ist. England consents to the importation into Cuba of appreiitic* s from Africa, who shall serve ten years’ apprenticeship, at the expiraation of which time they shall be free. 2d. Anew ccusus, enumerating every slave now in Cuba, is to be Liken by the mixed co omission, who are authorised to search every estate in the island, so that in future they can ascertain whether new slaves have been introduced. 3d. In fifty years from the acceptance of these pro positions, and the ratification of the treaty based there on, the present slaves in Cuba, and children, are to be set free. Bail oad Accident—Loss of Life. New York, Aug 10. The passenger trains on the Amboy Railroad came in collision yesterday afternoon. Two cars of each train were smashed to pieces. Five persons w ere killed and twenty-three inj jred. Seven of the latter receiv ed serious injuries. A child of the Rev. Joseph Pur vian had itg thigh broken. The acciJeut is said to be tbe result of gross negligence. From the Fisheries. New V*rk, Aug. 10. Late intelligence received at Washington, from the fishing grounds, causes much uneasiness, .fifteen vessels have .-aiied from Eastern ports,fully armed, their crews resolved to fight if interfered with. Tennessee and Kentucky Elections. New York Aug. 9. Later accounts now state that Hon. Andrew Johnson, Democr.it, has been elected Govtrnur of Tennessee. The Whigs have a majority in the Legislature. The Kentucky D. legation in the next Congress will ! consist of five Wh gs and five Democrats. Relief to the New Orleans Sufferers. Baltimore, Aug. 11. At New York, to-day. nearly SB,OOO was subscri bed for the relitf of the sufferers at New O leans. The Baltimore merchants on change i > day. subscri bed SI,OOO for the relief of the distressed at New Or leans, and appointed a committee to obtain further con tributions. The Yellow Fever. N ew Orleans, Aug. 10. The deaths in N<w Orleans on Tusd;.y were 190, of which 164 were by Yellow Fever. On Wednesday they numbered 229, including 19.’> by Yellow Fever. Democratic Convention. Baltimore, Aug. 11. The Democratic Convention of Maryfand h ve nom inated Hon. T. W Long, for Goveruor, and VV iiiiarn Pinckney White, for comptroller. Later frem Texas—Bumored Death of Gen. Lamar. New Orleans, Aug. 10. Galveston dates to the sth inst., have been received in this city. Few election returns have thus far been re* ceived, and uothing definite as to the result. From all portions of the State we learn tiiat the growing crops are promising. Dates from San Antonio to the Crh inst. have been received. It is reported that Gen. M.rab .-au B. Lamar is dead. New Orleans Cotton Ma’ ket. New Orleans, Aug. 10. The sales of Cotton yesterday ware 500 bales. The market has advanced fully a quarter of a cent since the Niagara's accounts.
