On The Record The Commerce News November 14, 2007 • Page 7A Commerce Police Department Arrests Police Charge 2 With Public Drunkenness Officer of the Commerce Police Department arrested two people on public drunkenness charges during the past week and charged another with driving under the influence (DUI) of intoxicants. Alerted by an off-duty officer of a possible pedestrian under the influence, an officer found Waymon Howell, 50, 164 Tivoli Apartments, Athens, on South Broad Street at about 8:24 p.m. Saturday night. According to the officer’s report, Howell was attempting to urinate next to a parked car and almost stepped into traffic. The report said the officer asked Howell what he was doing, and the man admitted attempting to urinate. When the officer asked him if he was aware that he’d almost been struck by traffic, the report indicated that Howell said he did not see it. The officer asked Howell if he would submit to an Alcosensor test, and the report said Howell agreed “because he had not been drinking.” However, after Howell blew a .242, the officer arrested him. The other public drunkenness charge was made against Timothy Phil Elrod, 32, of 48 Hillcrest Street after he allegedly awakened in the back seat of a car at Heritage Hills Apartments at about 3:00 a.m. to find his girlfriend not around. The report said he first honked the horn, then walked to a nearby apartment and banged on the door, apparently in an attempt to locate her. The report said Elrod had ear lier consumed “a little more than a 12-pack of beer.” Other arrests reported dur ing a relatively quiet past week include: •Carla V. Downing, 44, 1438 Boggs Road, Atlanta, DUI, driv ing without a license and fail ure to maintain a lane. She was pulled over on Interstate 85 after an officer noted her weaving on the roadway, according to the arrest report. The officer said he immediately noticed the strong odor of alcohol, saw that her eyes were bloodshot and watery and observed her fumbling as she tried to produce the driver’s license and insurance informa tion he sought. The report indi cated that the woman was unsure of where she was coming from and where she lived (“Atlanta, I think”). She allegedly blew a .112 on the Alcosensor. •Tony Lamont Thomas, 30, 211 Heritage Hills Drive, Commerce, cruelty to children and battery under the Family Violence Act. The charges stemmed from a Sept. 18 domestic dispute. •Mark Lane Mathers, 52, 161 Cotton Street, Commerce, on an unspecified Jackson County war rant after an officer pulled him over for riding a bicycle without lights at 12:28 a.m. •Morgan A. Dorr, 25, 675 Belmont Street, Watertown, ME, speeding and driving with a sus pended license. •Kevin Kitchens, 36, P.O. Box 613, Commerce, on an unspeci fied warrant from Jackson County. He was a passenger in a vehicle pulled over for doing 49 in a 25-mile-per-hour speed zone. •Danny Glen Butler, 43, 937 New Canon Street, Canon, arrested on a probation viola tion warrant from the Commerce Police Department. • Keith Andrew Reinemann, 22, 307 Woodpecker Lane, Nicholson, driving with a suspended license. He was charged after being pulled over for a tag violation. •Ronnie Atkins, 45, 140 North Bowden Street, Commerce, arrested on an unspecified Hall County warrant after being pulled over for a traffic violation. •Richard Thomas Patton, 52, 1370 Red Hill Road, Carnesville, on an unspecified warrant from Franklin County after being pulled over for a traffic violation. Thieves Grab $40,000 In Copper From Ingles Site Thieves stole $40,000 worth of copper from the construction site of the new Ingles grocery store last week, and it may have been an inside job. According to the incident report filed by the Commerce Police Department, the person in charge of the construction site, worried about such thefts, had installed a video monitor near the construction trailer holding the materials. The officer said the man reported that a contractor “new to the job” had gone under the trailer and cut the wires to the security monitor. The thieves broke the lock off the 53-foot trailer and removed copper wiring and copper tub ing. The report also indicated that the thieves removed a freez er locker and cut the locks off of three toolboxes. The theft of copper is rampant across the area due to the high prices thieves can get at recy cling centers. Other Reports Other reports filed by the police department during the past week include: •a response to a report of violating the water ban at a Tara Place apartment. The officer said a 46-year-old Latino male was caught in the act of washing his car and admitted that he had been previously warned. The officer said he told the man that he could be fined and the man said he would not wash his car again, the report said. •another violation of the water ban, this time on Louise Drive, where police found a 44-year- old white male washing his car. The man said he was unaware of the watering ban. •theft by taking of a toolbox containing extension cords and Please Turn to Page 8A Police Raising Support For 'Mayors' Motorcade Commerce will do its part to make the Christmas season spe cial for residents of the state’s mental health and retardation hos pital. For 49 years, cities across Georgia have helped patients at Georgia’s seven regional mental health and retardation hospitals enjoy the holidays through the Mayors’ Christmas Motorcade. The program, begun by the Georgia Municipal Association (GMA) in cooperation with Gov. Ernest Vandiver, relies on citizens in each city to donate gifts for the patients, many of whom would not receive gifts or be recognized without the Mayors’ Christmas Motorcade. According to hospital staff, many of the patients have lived their most of their lives and have little, if any, support or con tact with friends and family. Donated items from Commerce will be delivered to the Georgia Regional Hospital Dec. 5. Civic organizations, businesses, church es, schools, scout troops and individual citizens are asked to donate gifts for the event. For more information, contact Lt.
