Buyer Beware:
Gift Cards May Contain
Hidden Glitches, Fees

Gift cards are convenient and
popular. Many people see them
as the next best thing to cash.
But before you buy or use a gift
card, a University of Georgia
financial expert has a warning:
read the fine print.
“Different cards come with
different terms and condi
tions related to fees, expiration
dates, where you can use them
and what happens if they’re
lost or stolen,” said Michael
Rupured, a UGA Cooperative
Extension financial specialist.
“Gift cards are definitely not all
created equally. There can be
some big differences from one
card to another.”
Some gift cards actually cost
more money than what they’re
worth, he said. For example, a
$50 gift card can cost $55.
“You’ve lost $5 from the pur
chase fee right off the bat with
this type of gift card,” he said.
“Typically, these are the gift
cards that can be used at many
locations.”
Gift cards bought directly
from a retailer are usually
offered at face value, he said.
But they may have different
charges associated with them.
The cardholder can be
charged for not using their gift
card, too. Some companies
deduct a nonusage fee start
ing about six months after the
card’s purchase date.
“This is a concern, because
many people set gift cards
aside and forget about them,”
Rupured said. “And this fee
will continue to be subtracted
from the card until its value is
depleted.”
Per-use transaction fees are
another possible drawback to
using gift cards, he said. This
fee is deducted from the gift
card if the entire amount isn’t
used in one transaction.
Rupured said a fee that’s
charged even when you call to
check the card’s balance could
reduce the face value of some
gift cards.
“All of these fees and terms
should be disclosed, perhaps on
the card itself,” he said. “More
often, the fees are explained in
a separate document, on a web
site or from a toll-free number.”
Other than these downsides,
gift cards do work just like
cash. When you make a trans
action, that amount is deducted
from the card value.
And, just like cash, if you
lose a gift card, the person
who finds it can pick it up and
use it.
The Cold Sassy Quilt Guild of
Commerce is holding its annual
quilt show through Dec. 20 in the
meeting room of the Commerce
Public Library.
A wide variety of quilts of differ
ent shapes, sizes and patterns is
being showcased during normal
library hours. There is no charge
to view the quilts.
At the close of the quilt show
Dec. 20, a drawing will be held
for the 2007 Opportunity Quilt,
which is on display at the library.
Tickets are available at the library
Construction Starts Still Slow In Commerce
New construction starts
continue to be slow in
Commerce, according to the
city’s Department of Building
Inspection.
The city issued permits for
three single-family houses, two
alterations of houses and one
alteration to a commercial build
ing during October.
Those projects are valued at an
estimated $296,000.
So far this calendar year, the
city has issued $10 million in
building permits, less than a third
of the value of new construction
permitted through October of
2006.
The 2006 numbers, however,
included $22 million for the
962,000-square-foot building in
the Commerce-85 Business Park.
That building, although complet
ed, remains empty.
Dickie Hoard To Sign Books In Jefferson, Commerce
Richard “Dickie” Hoard will be
a the Jefferson Public Library
Thursday night, Nov. 29, to sign
copies of his reissued book,
'Alone among the Living” He will
also be at Our Town Antiques in
Commerce this Saturday, from
noon until 3 p.m. The book chron
icles the events surrounding the
murder of Hoard’s father, Floyd
"Fuzzy” Hoard in 1967. Hoard
was solicitor of the Piedmont
Judicial Circuit and was killed
on the orders of a local criminal
kingpin.
The book was reissued this year
for the 40th anniversary of the
infamous murder.

Peace Place Store
Closed Temporarily
The Peace Place Thrift Store,
located in Arcade, is temporarily
closed due to the restructuring of
the store.
Plans are to re-open the store
soon.
