reduce water usage by 10 percent.
Starting April 1, those calcu
lations will be based on water
usage from last year’s April to
September average.
Klerk said those summertime
averages will allow the authority
to sell an additional 1.5 million gal
lons a day when the new baseline
becomes effective.
Last summer, Jackson County
was on the Level 3 drought plan,
which allows outdoor watering for
odd-even numbered address once
a week from midnight to 10 a.m.
The authority may allow the gov
ernor’s water plan to begin March
15, although that proposal will
be discussed at the group’s next
meeting March 13.
Other Business
In other business, the authority:
• awarded a base bid to Allsouth
Constructors Inc. for $3.6 million
for the Middle Oconee wastewa
ter treatment plant upgrades. The
company also proposed a total
bid amount of $5.4 million for the
project. The authority said it will
continue to discuss alternatives
with the contractor.
•authorized the chairman to
sign an agreement with Gainesville
to provide an interconnection on
Ga. Hwy. 60, at the Hall-Jackson
county line. Gainesville is expect
ed to waive an estimated $90,000
in connection fees for the JCWSA,
Klerk said. The authority’s total
estimated price tag is more than
$50,000 for the project. The line
would provide an emergency con
nection to Gainesville’s water sup
ply, which is provided by Lake
Lanier.

The city contends that it should
not be among the water systems
subject to level four restrictions
because it is in the Savannah
River Basin, which has large
ly escaped the effects of the
drought.
Speaking to the Commerce
Area Business Association last
week (see separate story), City
Manager Clarence Bryant said
that the lowest the city’s reservoir
got during the peak of the drought
last fall was seven-tenths of a foot
below full pool — not enough to
trigger the city’s drought manage
ment plan. All water restrictions
that are in place were handed
down by the state, he pointed out,
and were not because of a local
drought crisis.
Gainesville College Sets Open House
At Oakwood, Oconee Campuses
Gainesville State College has announces its spring open house dates
for its Oconee and Gainesville (Oakwood) campuses.
The Gainesville State College admissions office will host the Oconee
campus open house for prospective students Saturday, March 15.
On Saturday, March 29, the Gainesville campus will be the site of the
open house.
Both open house events will begin at 9 a.m. and end at noon on the
respective campuses.
The morning will include opportunities for prospective students and
family members to participate in tours, and visit with faculty, staff and
current students. There will also be sessions with admission and finan
cial aid representatives as well as information about academic majors.
Light refreshments will be provided by the GSC Foundation.
