day, a week after her father took
her as he fled deputies seeking to
arrest him.
Police recovered Madison
Kerr in Rutherford County, TN,
after a deputy spotted her fa
ther’s vehicle and gave chase.
The chase, which reportedly in
volved speeds of up to 100 miles
per hour, ended when her father,
Jerry Jones, 51, sideswiped an
oncoming vehicle and crashed.

Allegations of neglect at a
Nicholson puppy mill led to
warrants being issued for the
arrest of the four operators of
L.D. Farms and Kennel.
Marie, Jennifer and Ronnie
Hughes and Brandy Stone
will all be charged with misde
meanor and federal animal cru
elty charges. The action comes
after a former employee filed a
complaint about the conditions
at the kennel, including lack of
proper food, shelter and care
for the almost 300 puppies
and dogs on the 23-acre site on
Sanford Road in Nicholson.
“All in all, this place is a
puppy mill,’’ the woman wrote
in the report. “They breed dogs
until they die.’’
The woman worked at the
kennel two days before quit
ting because of the conditions
of the animals. She said she
repeatedly asked that the sick
puppies be taken to a vet but
was told that this is not done
because of the cost.
The situation at the site led to
an emergency called meeting
of the Jackson County Board of
Commissioners Tuesday morn
ing where the board discussed
the ramifications to the county
of shutting down the facility.
County attorney Jane Range
said after charges are filed, an
impound hearing will be held.
If the animals are impounded,
the county would be respon
sible for overseeing their care
until further action is taken.
The animals could remain at
the kennel, but their care would
be supervised by the coun
ty. The next step would be a
forfeiture hearing. If the judge
rules in favor of the county
at that hearing, the humane
society could begin placing the
animals.
Leaders of the Jackson
County Humane Society
promised that they would find
homes for all of the puppies.
The Atlanta Humane Society,
the United States Humane
Society and the Best Friends
Sanctuary have already been
contacted about assisting in
finding homes for the animals.
“The evidence is definitely
there for criminal charges,’’ said
commissioner Dwain Smith,
who toured the site Monday.
“I don’t think any judge will
throw this out — not with all
of the evidence. We have to
do whatever is necessary to
take care of the animals ... I
just want to make sure Jackson
County doesn’t get known for
mistreating animals.’’
The allegations include
neglect in feeding, watering
and providing adequate hous
ing for the animals. The woman
who filed the complaint report
ed seeing dogs in kennels with
“mud, water, urine and feces’’
and some had “open sores cov
ering their bodies.’’
The Georgia Department of
Agriculture, the Jackson County
animal control and county mar
shal’s offices and a veterinarian
inspected the site earlier this
week. Approximately 30 ani
mals have already been taken
from the site to a veterinarian
due to their condition.

Former DA To Be In Plea Hearing March 4
A plea hearing has been set for
10 a.m. Tuesday, March 4, in Banks
County for former District Attor
ney Tim Madison, who was indict
ed in August on theft charges.
Madison and two others, his
wife Linn Jones and former as
sistant district attorney Anthony
Brett Williams, were charged with
diverting public funds while the
three worked in the Piedmont Ju
dicial Circuit DA’s office. Jones
and Williams will also be present
for Tuesday’s hearing, but it is not
known whether they will be enter
ing a plea.
All three pled not guilty to the
charges in December, but next
week’s hearing could see a change
in those pleas. A pretrial confer
ence was held earlier this month
between state prosecutors and the
defendants.
Madison resigned last June as
district attorney following a series
of investigative newspaper articles
published in The Jackson Herald.
Georgia Attorney General Thurb-
ert Baker subsequently launched
an investigation into the DA’s of
fice. That probe led to the theft
indictments in Banks County last
August.
