If there’s one thing the two
candidates for sheriff agree on,
it’s the rising drug problem in
Jackson County.
Incumbent Stan Evans and chal
lenger Jim Keinard talked about
the increasing drug activity dur
ing a political forum Thursday.
The Jackson County Area
Chamber of Commerce and the
Jackson County Farm Bureau
sponsored the forum, which
hosted a standing-room only
crowd at the Jefferson Civic
Center.
“Let’s face it: Drugs are every
where, they’re all across the
nation,’’ Evans said. “They’re con
suming our young people. We’ve
probably got two generations of
young people that are going to be
totally lost.’’
Evans said citizens would be
surprised to learn how many chil
dren in Jackson County wouldn’t
“have a chance in life’’ because
their parents are dealing with drug
problems. Many times, other fam
ily members help those children,
he added.
Keinard said he agreed with
Evans on the issue.
“There is a major drug prob
lem here in Jackson County, and
where we disagree is on how to
attack it,’’ Keinard said.
The Hoschton resident suggest
ed establishing a drug task force
with law enforcement officers to
address the issue. Keinard also
said he’d address the drug prob
lem through School Resource
Officers (SROs).
If elected, Keinard said he’d
bring professional management

to the Jackson County Sheriff’s
Office. He cited his various posi
tions in law enforcement, two
bachelor’s degrees, two master’s
degrees, a law degree and course
work for a doctorate in public
administration.
“The sheriff’s office does have
problems,’’ he said. “It has a mul
titude of problems that have not
been addressed
Keinard didn’t explain during
the forum which issues have not
been addressed.
Evans has served as Jackson
County’s sheriff for 24 years.
“We’ve made a lot of progress
over the years; we still have to
make progress each and every
day,’’ Evans said.
Evans said the top priorities for
sheriff are issues with law enforce
ment, and the rising population
that bring additional crimes, such
as property crimes, to the area.
He also said efficiently managing
the sheriff’s office and opening
the new jail in 2009 are top priori
ties.
Keinard said if elected, his top
priorities as sheriff would include
being a full-time sheriff, establish
ing an open-door policy for the
citizens and sheriff’s office staff;
additional deputies for road depu
ties; and adequately staffing the
jail and courthouse.
Evans and Keinard are both
Republicans and will face each
other in the July 15 primary.
District Attorney
Republicans Rick Bridgeman,
Donna Golden Sikes and Brad
Smith are vying for district attor
ney of the Piedmont Judicial
Circuit, which includes Jackson,
Barrow and Banks counties.
Bridgeman was named district
attorney by Gov. Sonny Perdue
in September 2007, after for
mer DA Tim Madison resigned
amid allegations of criminal
activity.
Since his appointment,
Bridgeman said he has resolved
a backlog of 2,000 uncharged
offenders in his first six months
in office. Some of the offenders
were indicted, while other cases
were dismissed due to a lack of
evidence, he added.
Sikes said she has been practic
ing law for 17 years, represent
ing plaintiffs and defendants. She
said both of her opponents were
trained by Madison and they
ignored signs of corruption in the
DA’s office.
Smith said he started his career
in Jackson County as an assistant
district attorney at the age of 25.
His responsibilities included pros
ecuting felony cases in Jackson
County.
The candidates were asked how
to restore integrity to the DA’s
office, following Madison’s resig
nation and guilty plea.
Sikes said she’d have an open-
door, open-books policy for the
office. She also said the DA staff
must have ethics and integrity.
“Any kind of wrongdoings won’t
be tolerated,’’ Sikes said. “And
that everyone is accountable in
the office.’’
Smith said the question
able bank accounts opened by
Madison weren’t known by staff
in the DA’s office until a newspa
per opened an investigation.
Those bank accounts were later
closed and those funds are audit
ed by the counties, Smith said.
Bridgeman said he has ensured
that all records of the DA’s office
are open to public inspection. He
also publishes a quarterly report
of the DA’s caseload and financial
records.
The candidates were also asked
about their actions on animal
abuse cases, since those who
abuse children typically have a
history of abusing animals.
Smith and Sikes said they would
prosecute animal abuse cases
quickly.
Bridgeman said he couldn’t pres
ent the Nicholson “puppy mill’’
case to the grand jury in May
because Jackson County fired
the animal control officer who
primarily handled the incident.
Bridgeman said he expects to
present the case to the grand jury
in August.
The DA’s office is expecting to
move forward with the “puppy
mill’’ case “diligently and appro
priately,’’ Bridgeman said.
All three candidates for DA will
face each other in the July 15
primary.
