Maxwell Elected
To GMA's
Board Of Directors
High Court Says
Agri-Cycle Must
Remain Closed

Maxwell was elected to the board
of directors for the Georgia
Municipal Association (GMA) in
Savannah June 24.
Maxwell will serve as first vice
president of GMA’s fifth district.
The district includes cities in
Jackson, Madison, Elbert, Barrow,
Clarke, Oglethorpe, Morgan,
Greene, Newton, Jasper, Walton
and Oconee counties.
“We are pleased to have Mayor
Maxwell taking on this leadership
position," said GMA executive
director Jim Higdon. “He’s well
respected by his colleagues, and
I’m sure he’ll provide great leader
ship to the cities in his district."
Based in Atlanta, GMA is a
voluntary, non-profit organization
that provides legislative advocacy,
educational, employee benefit
and technical assistance services
to its 500 member cities.
The Georgia Supreme Court
ruled Monday that Agri-Cycle
must remain closed. The company
had appealed a ruling by Superior
Court Judge David Motes shut
ting down the Talmo wastewater
treatment plant because of viola
tions of its permit.
“Today’s ruling by the Georgia
Supreme Court is a significant
step forward in the state’s efforts
to protect the community as well
as the valuable watershed sur
rounding the Agri-Cycle facility
in North Georgia," said attorney
general Thurbert Baker.
The Georgia Environmental
Protection Division documented
numerous alleged violations of the
permit during several inspections.
After a holding pond caught on
fire, the EPD asked the Superior
Court to shout down the plant.
In October 2007, Motes issued
a temporary restraining order to

Motes said evidence was pre
sented during the almost 10-hour
hearing which proved that the
Talmo company violated its per
mit and the state’s water quality
control act by modifying its treat
ment processes without obtain
ing a permit to do so. Motes
also ruled that the company had
expanded its capacity without
getting approval from the EPD.
He added that the company also
“hydraulically overloading its
spray field."
Pugh Named To
Oglethorpe Power
Board Of Directors
Randall Pugh of Jefferson has
been elected to the Oglethorpe
Power cooperation board of direc
tors. He was named to the board
at a recent meeting in Atlanta.
Pugh is president and CEO of
Jefferson-based Jackson Electric
Membership Corporation (EMC),
one of 38 EMCs in Georgia
that own and are served by
Oglethorpe Power. He also serves
on the board of Georgia Systems
Operations Corporation, one of
Oglethorpe Power’s sister compa
nies, where he is secretary-trea
surer and chairman of the audit
committee.
In addition, Pugh serves on
the board of Green Power EMC
and on the Georgia Electric
Membership Corporation eco
nomic development commit
tee. He is chairman of the First
Georgia Banking Company
and is a director of the Georgia
Chamber of Commerce.
He is a member of the execu
tive board of the NE Georgia
Council, Boy Scouts of America;
a member and past president of
the Jackson County Chamber of
Commerce; a member and past
president of the Rotary Club; a

Jackson Emergency
Response Team
Sets First Meeting
JEFFERSON - The Jackson
County Community Emergency
Response Team (CERT) will hold
its first class, starting Thursday,
July 17, at 7 p.m., at the West
Jackson Fire Department.
The eight-week class will cover
topics in first aid, CPR, search
and rescue, and traffic control.
The final class will be held Sept.
18, and a drill is set for Saturday,
Sept. 20.
The program will teach the
public how to prepare for and
respond with public safety per
sonnel in a disaster or a com
plex call where the resources are
exhausted. Also, the team can
help in community emergency
plans, fire safety education and
work place safety.
All citizens are invited to join
the program, which is limited to
20 students for the first class.
