cent or get too satisfied with what
you accomplish, so we will con
tinue to be very focused on our
approach.”
A lot of that focus will be on
math, not just at CMS, but system-
wide. At CMS, the new school
improvement plan states “student
achievement in mathematics will
improve.”
And then there’s social stud
ies, where the sixth and seventh
grade scores were thrown out
after officials conceded that what
was asked on the CRCT exams
bore little resemblance to what
Georgia middle school students
were taught. Bell was to sit in on
a teleconference Monday about
the revisions made to the state
standards.
“I think we can anticipate
there’s going to be a lot of com
munications ongoing through
out the year so we don’t have
the same kind of situation,” he
said. “The test did not reflect
what a lot of kids throughout
the state had been taught all
year.”

Yarborough told the BJC Medical
Center Authority Monday that a
“disturbing trend” shows a sub
stantial increase in “self-pay” cus
tomers — something of a misno
mer because most of them don’t
pay.
Most of that — Yarborough
estimated two-thirds — is com
ing through the Emergency room
where people come for treatment
of non-emergency cases.
That trend could force the hos
pital to screen patients and either
reject or demand payment in
advance for those seeking treat
ment that doesn’t qualify as “emer
gency,” Williams and Yarborough
said.
For the past fiscal year, bad
debt was up almost $2 million
to $5.3 million — 58 percent —
while charity care was up almost
$500,000 to $1.24 million.
The good news was that gross
revenue was also up $7 million
to $59.5 million and contractual
adjustments amounted to 41 per
cent of that — down two percent
over the previous year, and a
good trend, Yarborough pointed
out. Overall, however, the hospi
tal collected just over 50 cents for
every dollar of service rendered.
The report projects that the hos
pital has cash on hand equal to
only one day’s operating expens
es. However, a $204,000 pay
ment from Medicaid is expected
soon.
Final figures for the 2007-08 fiscal
year won’t be ready until the year-
end audit is completed. The audi
tors have been at the medical center
for a week gathering the data.
Some Good News
In other business, the authority
signed a contract with Ellis Pain
Management to operate a pain
management practice Tuesdays
and Thursdays at the medical cen
ter’s “specialty clinic.” That con
tract brings to five the number of
specialty services located in the
facility, which is off Old U.S. 441
near Hospital Road.
“With them, we have doctors
in there every day of the week,
Monday through Friday,” Williams
pointed out.
Medical Center Gets Equipment
Help From Auxiliary, Foundation
BJC Medical Center got help
from two sources recently for
equipment purchases.
The BJC Medical Center Aux
iliary voted to spend $7,000 to
purchase two “Data Scope Vital
Signs” machines for the North
east Wing of the hospital.
Some $1,245 it made on its
Christmas In July Jewelry Sale
went towards the purchase.
In addition, the BJC Hospi
tal Foundation agreed to spend
$12,500 for a bladder scanner for
the hospital.
