Commerce Police Department Arrests
DUI-Drugs Charged In Fender-Bender
Falling Prices Help
Curb Copper Thefts
A woman who three times
denied running into a pick
up truck while trying to
park at Fred’s faces charges
of driving under the influ
ence (DUI) of drugs.
According to the
Commerce Police
Department arrest report,
an officer was summoned
to the parking lot of the
South Elm Street business
in regard to a minor traffic
accident. Upon arrival, he
said he found Ruthi Linda
Webb, 43, of 935 Homer
Road attempting to leave.
The officer said the woman
claimed she had not been in
an accident and “did not
know what I was talking
about," the officer wrote.
A witness said Webb tried
to pull into a parking space
and her vehicle struck the
bumper of a pickup truck
in the adjacent space. She
attempted a second time
and struck it again.
The officer said Webb
twice more denied having
been in an accident, but
when confronted with the
witness’ statement, even
tually admitted hitting the
truck but said she did not
think she caused any dam
age.
The officer noted that
Webb was “unsteady" on
her feet and, following a

her with DUI-drugs, pend
ing the results of a blood
test taken at BJC Medical

While the recession is
credited with causing crime
to rise in some areas, it’s
reduced crime in others.
Incidents of copper theft
have fallen dramatically
locally as prices for recy
cled copper tumbled due
to a worldwide recession.
“It’s not as widespread
as it once was," conced
ed David Cochran, chief
investigator for the Jackson
County Sheriff’s Office.
“I think pricing may have
curbed it a little bit."
The sheriff’s office used
to report two or three cases
of copper theft a week
as thieves hit construc
tion sites or even vacant
homes. They’d strip wiring
from a house or pull it out
of an industrial building.
“It’s not weekly like it once
was," Cochran noted.
Clean copper sells for
from 90 cents to $1.25 a
pound now at recycling
centers.
“At the height, we were
probably paying $2.85 and
$2.75 (for No. 1 and No.
2 copper)," notes Susan
Cook, a secretary at
Athens Recycling Center
in Center.
Cochran notes that ARC
requires photo identifi
cation for people selling
metal to be recycled, a
move aimed at discourag
ing theft.
ARC’s prices last week
ranged from $1.15 a pound
to $1.25 for number one
and number two copper.
Volume is down.
“We get some, but it’s not
like it was," Cook noted.
At Jones Used Auto Parts
& Recycling, Jefferson,
prices ranged from 90
cents a pound for num
ber two copper to $1.10 a
pound for number one.
“It went up to almost $3
a year ago," a spokesman
said.
Metal prices got so high
in early 2008 that reports
began trickling in of theft
of wire from construction
sites, cast iron manhole
covers were removed from
remote parts of subdivi
sions, brass grave markers
were stolen from cemeter
ies and thieves risked elec
trocution to steal copper
wiring from electric sub
stations.
