The country music star who got his start in
Commerce has published a new autobiogra
phy that will be available Sept. 1.
“Whisperin’ Bill Anderson: An Unprece
dented Life In Country Music” is a 298-page
book written by former WJJC Radio DJ Bill
Anderson with Peter Cooper. And, yes, it
details his time at WJJC and the night in 1957
when he wrote his first — and one of his
biggest — hits, “City Lights,” atop the former
Andrew Jackson Hotel (now South State
Bank) in downtown Commerce. Among
the photos in the book is one of Anderson
standing beneath the sign marking the nam
ing of Bill Anderson Boulevard in Commerce
in his honor.
Anderson is one of the most celebrated
writers in country music, but he’s never for
gotten his time in Commerce nor the people
he met there. Pushing 80, Anderson is a
member of the Country Music Hall of Fame
who has performed with and written songs
for some of the biggest names in music,
from Kitty Wells and Ray Price to Aretha
Franklin and James Brown. He’s a long
time member of the Grand Ole Opry and is
among the most successful songwriters in
America.
For several years, Anderson brought both
established and up-and-coming talent to
Commerce for an annual City Lights Con
cert, proceeds of which fund an annual Bill
Anderson Scholarship for Commerce High
School students.
In addition to chronicling Anderson’s
career the book, details his resurgence in the
1990s that began when Steve Wariner record
ed his 30-year-old single, “The Tip of My
Fingers,” and Anderson teamed up to write
songs with an up-and-coming Vince Gill and
suddenly launched a “second” career ulti
mately more successful than the first.
Published by the University of Geor
gia Press, “Whisperin Bill Anderson: An
Unprecedented Life In Country Music,” will
cost $29.95.
Housing rehab grants are
still available in Commerce
Fourteen Commerce resi
dents have taken advantage
of a federal housing initiative
for low-income residents to
renovate their homes.
“We’ve had 14 grants
ranging from $34,000 to
$111,400,” reports David Zell-
ner, Commerce’s planning
director. He serves as the
city’s liaison with Home
Development Resources,
Inc., a nonprofit group cer
tified by the U.S. Depart
ment of Housing and Urban
Development to manage the
Community Home Invest
ment Program housing reha
bilitation grants.
Of those 14 grants, 12 were
inside the city limits.
Since the program was
instituted, the potential grant
amounts have increased.
“There was a limit, but
they keep upping it,” said
Zellner.
In fact, he said, the largest
grant was not a renovation;
the recipient tore down the
existing house and built a
new one.”
“I don’t know how they
were able to pull off the new
home,” Zellner said.
The program is still being
funded.
Requirements
“The main issue is home
ownership,” Zellner said.
The requirements are:
• The homeowner or
someone living in the resi
dence must be 62 or older.
• The home must be
owner occupied.
• The applicant must be a
U.S. citizen.
• The applicant must
meet household income
restrictions on a sliding
scale that mns from $21,500
a year for a household of
one to $40,600 for a house
hold of eight.
Mobile homes are not eli
gible for the program.
Successful applicants can
use the funds for repairs to
roofs, heating and air con
ditioning systems, plumbing,
electrical systems, handicap
ramps, handicap bathrooms,
insulation, floor systems,
leaky windows and doors,
abatement of lead-based
paint and for other repairs/
improvements.
Commerce became eligi
ble based on U.S. census
data showing a high level of
poverty, Zellner said.

at City Hall of by calling 470-
228-9317. There is no appli
cation fee. Mary Ledbet
ter heads up the program
for Home Development
Resources Inc. in Jackson
County. Applications should
be returned to Zellner,
whose office is located in the
city’s utility department, on
Cedar Drive.
