Clean-up of “Soc”
station gets closer

The City of Millen has moved
a step closer to getting the old
“Soc” station property on
Winthrope Avenue, across from
the Jenkins County Courthouse,
cleaned up. Millen City Coun
cil approved a $3,000 applica
tion fee for a Brownfield grant
for funds to rehabilitate the
property during the group’s
Tuesday, Jan. 6, meeting.
City Administrator Lamar
Faircloth advised council that
the application fee had to be
paid “up front” in order to ap
ply for the grant. He also noted
that the grant amount would be
dependent upon what was
needed to clean up the property.
A resolution to accept the low
bid from Shockley Plumbing on
the city’s Askin Acres sewer
project was approved and the
mayor authorized to sign a No
tice of Award. The project will
extend the city’s sanitation/
sewer system to residents in
Askin Acres who are presently
served by septic tanks.
The city ordinance code sec
tion dealing with junk cars was
amended to raise the maximum
charge to $500 for removal of
a vehicle by the city. The daily
storage fee was increased to
$40 with the owner being given
seven days to reclaim the ve
hicle. If the vehicle remains un
claimed after the seven day pe
riod, the city would sale the ve
hicle to recover costs.
In other action, Hubert
Reeves III was reappointed as
city attorney, J. Lane Johnston
as Municipal Court Judge and
Patricia Hunter as city auditor.
City Councilman Walter Tho
mas was reappointed Mayor
Pro-tem.
City Administrator Faircloth
reported that the city had re
ceived two Federal Emergency
Management Agency grants. A
$203,000 grant was received
for the purchase of a fire truck,
and $36,000 grant was ap
proved for the purchase of an
emergency generator. The grant
amounts include 5 percent
matching funds from the city.
Other actions taken by city
council included the following:
• Approved parade permit for
Martin Luther King Jr. parade
on Jan. 19;
• Approved Memorandum of
Understanding with Planters
Electric Membership Corpora
tion (EMC) for city employees
to answer the EMC’s phone
calls when the business is
closed:
• Approved bond resolution
for waste water treatment
project as presented and autho
rized mayor and city adminis
trator to execute required docu
ments;
• Approved the sale of two
Ford cars and the purchase of
two vehicles to replace them at
a cost of approximately
$14,000 with funding to come
from Special Purpose Local
Option Sales Tax (SPLOST) IV
funds;
• Authorized up to $5,000
from SPLOST IV funds to be
used for the purchase of police
department equipment; and
• Authorized the purchase of
a backhoe for the Water and
Sewer Department from
SPLOST V revenue.
DOT temporarily closes part
of Old Savannah Road
The Georgia Department of
Transportation announces Old
Savannah Road (County Road
200) in Jenkins County, be
tween U.S. Highway 25 and
State Route 23, will be closed
to through traffic for two weeks
beginning Monday, Jan. 19,
weather permitting. Local traf
fic may use State Route 23 to
access Old Savannah Road.
Motorists are advised to use
extra caution in construction
work zones. Slow down, stay
alert, pay attention to and obey
all work zone/advisory signs
and use alternate routes when

The Christmas decorations are
now down, and in their place we
have a snow theme with the New
Year featured.
We ushered in the New Year
with a New Year’s Noon Party.
The residents, family members,
staff and volunteers wore party
hats and leis, and used their
noise makers. The residents
were seated at the dining room
tables, which were decorated for
the New Year. Sparkling grape
juice served in champagne
glasses was used to toast the
New Year. As the sounds of Auld
Lang Syne filled the halls, the
group sang and toasted the New
Year.
They enjoyed slices of pound
cake baked by volunteer Jerry
Hunter. Serving were volunteers
Betty Purvis, Bill and Dorothe
Garrett and Roy and Elizabeth
Burke. Toni Ellison, administra
tor, and staff members from all
departments were involved. Our
volunteer photographer, Don
Scarborough, recorded the oc
casion on film. The family mem
bers were also involved, and
Regis Cain’s daughter, Carol,
provided lunch treats for the
staff. It was a happy event to
close the holiday season.
We were so blessed to enjoy
Resident-Community Lun
cheons, Breakfast with Santa,
Family Night celebrations and
Gifts for Light. Every resident
received a visit and a gift for
Christmas.
We also celebrated the 40 th
anniversary of the opening of the
Syl-View Health Care Center.

RURAL PUBLIC TRANSPORTATION PROGRAM
Jenkins County is applying for funding assistance under Title
49 U.S.C. Section 5311 of the Federal Transit Act pertaining to
rural and small urban areas.
Jenkins County will offer general public transportation to all
citizens of Jenkins County for any worthwhile purpose, includ
ing but not limited to shopping, medical treatment, social serv
ices and other purposes.
Jenkins County solicits private sector input and participation
to assure that private for-profit transportation operators have a
fair and timely opportunity to participate in the development of
this program.
Jenkins County also solicits comments and concerns from
the general population on local rural public transportation
services.
Jenkins County also solicits comments and concerns from
the disabled population and their representatives to assure that
issues relating to the disabled are addressed in the service
design proposed during the planning process.
Interested persons are invited to request that a public hear
ing be held to discuss the services being offered or devel
opment of the application.
Written comments, requests for a public hearing and/or writ
ten notice of intent by private for-profit transportation opera
tors to provide or participate in any or all of the above services
should be submitted no later than fifteen (15) days from the
