General Assembly prepares
for digital TV switch
Georgia lawmakers got a first
hand look at the upcoming nation
wide transition to digital television
at the Wednesday, Jan. 14, joint
House and Senate Science and
Technology Committee at the
Coverdell Legislative Office
Building in Adanta. Georgia State
Sen. Cecil Staton (R-Macon) co
chaired the meeting and is com
mitted to help prepare the public
for next month’s scheduled tran
sition.
“It is important to ensure every
Georgian is aware of the upcom
ing digital transition, as many re
ceive important announcements
like the weather and emergency
alerts from their television,” said
Staton. “Our committee will do
everything we can to properly in
form and prepare those who will
need the converter box what the
simple process is to continue us
ing their current TV sets.”
The Georgia Broadcast Associa
tion (GBA) believes fewer than
three percent of Americans will be
unprepared for the switch. They
noted that the city of Adanta ranks
56 th in the nation as the most pre
pared city, and rural Georgians will
be affected most by the transition.
The new high digital television
will make more channels available
to people who live in rural Geor
gia.
Presenters also took time to
demonstrate the process of con
necting the new converter box to
old television sets. GBA represen
tatives emphasized that high digi
tal television provides clearer pic
tures and more channels.
On Tuesday, Feb. 17, the tradi
tional analog television signal will
become obsolete. Digital con
verter boxes will be needed to re
ceive over-the-air broadcast chan
nels on televisions that use anten
nas. Converter boxes cost about
$40 each, and the U.S. Congress
has allocated two coupons for ev
ery household. So far, 43 million
coupons have been mailed out.

John Oxendine
With cold weather in the fore
cast, Insurance and Safety Fire
Commissioner John W. Oxendine
wants to remind Georgians of
some tips to help keep then homes
safe this winter.
Heating equipment is one of the
leading causes of home fires in
Georgia. Portable space heaters,
open fireplaces and wood stoves
can be dangerous if misused. Keep
portables away from curtains,
draperies and other flammable
material. Always follow the
manufacturer’s operating instruc
tions.
If you use kerosene space heat
ers, make sure each heater has an
automatic shut off in case it tips
over. Use only K 1 kerosene in a
space heater; gasoline can cause
an explosion. Wait until the heater
has cooled and take it outside be
fore refueling.
Have your home heating unit
checked annually to be sure it is
working efficiently and
safely. Make sure all fuel-burning
appliances and fireplaces are prop
erly vented. If you suspect a gas
leak in your home, leave immedi
ately and call the gas company
from elsewhere.
Install an adequate number of
smoke alarms. Most fatal fires start
between 11 p.m. and 6 a.m., while
the family is asleep. The advance
warning of a smoke alarm may
mean the difference between life
and death. Nine out of 10 fire vic
tims are already dead before the
fire department is even called,
mainly from smoke and toxic
gases. Also, Georgia law now re
quires a smoke alarm in every
home. If you already have smoke
alarms, don’t forget to replace the
batteries annually.
Each household should have a
well rehearsed family escape
plan. All rooms, especially bed
rooms, should have two escape
routes. Have a predetermined
meeting place outside the house,
so you can be sure everyone is out
safely.
Another winter weather issue is
frozen pipes. Repairing damage to
internal plumbing caused by freez
ing will generally be covered by
your homeowner’s policy. The
policy should also pay for dam
age to carpeting, furniture and
other belongings caused by your
own pipes freezing. However,
damage from water entering your
home from an outside source, such
as a broken water main, may not
be covered. Damage from exter
nal waters may be classified as
“flood” or “seepage,” which is not
covered by a standard
homeowner’s policy.
If you live in an apartment or
condominium, and water from an
upstairs neighbor’s pipes damages
your property, you will be covered
under your own renter’s (or condo
owner’s) policy. If you don’t have
such coverage, the neighbor’s li
ability policy may pay for your
damage, but only if you can prove
the neighbor was negligent. Re
pairs to frozen pipes on your prop
erty but not in the home, such as
in your yard, are not covered by
standard homeowners insurance.
Think green when you clean

Everywhere you look someone
is coughing, sneezing, hacking or
wheezing. When everyone
around you is sick, you want to
kill all the germs that could in
fect you next. But think twice
before grabbing that store-bought
bottle of disinfectant.
People spend 90 percent of
their time indoors, where pollut
ant levels can be two to five times
higher than the levels outside, ac
cording to the Environmental
Protection Agency. Much of that
pollution comes from household
cleaning products.
“By following some basic
guidelines, you can improve your
indoor air environment, save
money and help conserve natu
ral resources,” said Pamela
Turner, a housing specialist with
University of Georgia Coopera
tive Extension.
Common and safe household
ingredients such as plain soap,
baking soda, vinegar or lemon
juice satisfy most household
cleaning needs. Making your own
cleaning solutions saves money,
too.
Baking soda can be used to cut
grease, clean oven spills, absorb
odors and cleans tile, glass and
enamels. Borax makes a good all
purpose cleaner. White vinegar
and lemon juice are good at re
moving hard-water deposits, dis
coloration on metal surfaces or
rust stains. But don’t use lemon
juice on silver.

floors, doors and glass can be

If you’d rather purchase
premixed products, be sure to
read the label.
“Just because a product’s label
says it is natural doesn’t mean it
is nontoxic,” Turner said. “The
terms “natural” and “green” do
not imply that the product is non
toxic. All cleaning products
should be used with caution.”
Use products that arc petroleum
free and avoid products that in
clude phosphates, commonly
found in dishwasher soaps. Avoid
phthalates, too, which are com
monly found in furniture polishes.
Look for products that have
grain alcohol instead of butyl
cellosolve as a solvent, borax in
stead of bleach and plant-oil dis
infectants such as eucalyptus,
rosemary or sage rather than
triclosan. And buy detergents that
contain coconut or other plant oils
rather than petroleum.
Whether you make cleaners or
buy them, follow these steps:
• Read and follow all safety
labels.
• Be careful mixing products.
Some products, like chlorine
bleach and ammonia, produce a
toxic gas when mixed.
• Mix only what you need or
no more than a month’s supply.
Some products may lose their ef
fectiveness over time.
• Mix solutions in a well-venti
lated area.
• Place mixed products in new
containers.
• Store cleaners out of reach of
children.
• Label containers with ingre
dients and the date made.
To cut down on cleaning time
and improve the indoor environ
ment, adopt habits that reduce the
need for cleaning products,
Turner said.
For example, use a damp mop
on floors instead of sweeping and
use a squeegee to clean shower
doors after each use. To reduce
the amount of dirt tracked in
doors, place a doormat at each
entryway.
Freshen indoor air by boiling
cinnamon, cloves or other herbs
instead of spraying store-bought
air fresheners.
Don’t just toss old chemical
cleaners in the trash. The toxins
that pollute your home can also
pollute your water if you pour
them down the drain or send them
to the landfill. Dispose of un
wanted cleaners during recycling
days in your area.
