INDEPENDENCE OF CUBA.
House Democrats Caucus And
Decide Upon Their Policy.
Washington, Dec. 16.—The cau
cus of democratic members of the
house of representatives tonight
resulted in the adoption of resolu
tions defining the party policy on
the questions of Cuba, finance and
bankruptcy. Out of 125 democrat
ic members, 101 were present, de
spite the stormy weather. Repre
sentative Richardson of Tennessee
was in the chair.
Representative Bailey of Texas,
took the initiative by presenting
the following series of resolutions:
Resolved, That it is the sense of
this caucus that the democratic
members cf the house of represen
tatives ought to resist all efforts
1 direct or indirect, to retire the
greenbacks and treasury notes.
Resolved, second, That we are
opposed to and will resist all at
tempts to extend the privileges of
national banks, or to reduce the
, taxes which they now pay.
Resolved, third, That we favor
i the early consideration and pas
sage of the senate resolution recog
nizing that a condition of war ex
ists in the island of Cuba between
the government of Spain aud the
Cuban people.
Resolved, fourth, That we favor
the early enactment of a just and
wise bankruptcy law.
The first three features of the
resolution on finance and Cuba
wore considered separately, the
discussion being vigorous and u
nanimously favorable.
Mr. Bailey made the main speech
urging that democratic members
should take their position prompt
ly against those financial move
ments now assuming formidable
dimensions owing to the recom
mendations given to them by the
secretary of the treasury. He also
spoke for a clear-cut position in
favor of the recognition of Cuban
belligerency as embodied in the
Morgan resolution which passed
the senate during the extra session.
There was not a dissenting voice
to Mr. Bailey’s propositions, and
the first three resolutions were
carried by unanimous vote, the
result being received with cheers.
The fourth feature of the resolu
tions, declaring for a just and wise
bankruptcy law, met with some
opposition, but finally prevailed
by a large majority.
On motion of Mr. Maddox of
Georgia arrangements were made
for the usual congressional com
mittee to conduct the congression
al campaign of 1898. .The com
mittee is to consist of one member
from each state, territory and the
District of Columbia, and nine
senators to be chosen by the sen
ate democratic caucus.
The caucus adjourned at 9 o’-
clock, having been in session just
an hour and having accomplished
its results with practical unanimi
ty-

Congressman Maddox.
Washington, Dec. 15.—Judge
Maddox was unanimously re-elect
ed last night to represent Georgia
on the Democratic congressional
committee during the coming cam
paign. •

Columbia, S. C. Dec. 14, —The
, last opportunity has been given
I the illiterate South Carolina cit
: izen to legister under the “under
j standing clause” of the new con
stitution. The registration books
for such persons as could neither
read nor write, but could “under
stand” a section of the constitu
tion when read to them, have been
closed for all time. About 131,000
negroes of eligible age have not
been registered and thej must
now be disfranchised until they
learn to read or acquire and pay
taxes on property assessed at
S3OO.
Negro leaders hoped to have the
understanding clause declared un
constitutional, but they have fail
ed to do so within the time when
it was of force. After weeks of
struggling with the problem of a
voiding a clash with the fifteenth
amendment the qualifications for
suffrage were fixed.
While several thousand whites
have been disfranchised, over 90,-
000 have been registered, while less
than 18,000 negroes are on the reg
istration books, and they are for
the time being at least, removed
from politics.

odore Durrant was this morning
sentenced to hang on Jan. 7 next
for the murder of Blanche La
mont.
Durrant’s attorney made a des
perate effort to secure a further de
lay and pave the way for another
appeal to the supreme court but
Judge Bahrs was inexorable and
overruled each and all objections
made to the proceedings. Dur
rant was in court and carried him
self with his customary coolnessi

court room and filled the corridors
of the city hall. This is the
fourth time Durrant has been sen
tenced.

Pulaski Representative Declines
To Enter Race.
Hawkinsville, Dec. 14.—Hon.
J. Pope Brown has written a letter
in reply to a communication from
a the citizens of
tiawkmsvi’BL'.nd Pulaski county
urging him to become a candidate
for the governorship.
In his reply Mr. Brown states
that after due consideration he
has decided to decline to enter the
race. His letter contains 1,009
words, and in it he thanks the peo
ple of his own county for the hon
or conveyed in the petition, and
sets forth his reason for not en
tering the race.
