dependent candidate, he is virtually the
candidate of the republican machine.
If it is a chice between Tammany and
the republican machine, Tammany de
serves to win.
Southern democrats who are in New
York will remember that Mr. Low voted
against placing the name of Robert E.
Lee in the Hall of Fame. That one act
gives a pretty good idea of the man.

THE UTICA HERALD
TO SOUTHERN FARMERS
The Utica Herald is advising farmers
in the south how to succeed, and while
its ideas do not in all respects flt the case,
they are in the main good. It says :
"Food for man and beast is usually
secured at an unreasonably high rate of
interest. The merchant is strained dur
ing the summer season and cannot well
afford to take the risk without charging
Well for food supplies. The Beason of
harvest oomes and the cotton crop is de
livered to the merchant. In many
cases, the farmer must seek credit to
begin his next cotton crop. So long as
Bnch conditions exist, the south will not
prosper with the north and east. The
cotton acreage must be curtailed and
something substituted. We would let
the reports from experiment stations
suggest the substitutes. One fourth the
acreage in cotton put in pasture will
supply meat and lard, milk and butter
for home use. The hay and the hnllB
and the meat that go from town to
country could just as well be produced
at home. One acre, properly prepared,
will furnish food for poultry. We
know of more than one instance where
a lady of a family bought her coffee and
sugar with eggs. One-half acre will
produce more rice than any ordinary
family will consume in a year. Let the
farmer take what is left of one fourth
his cotton acreage and make a goat and
sheep pasture. He could eat mutton
fnlly six months a year. Let him plant
his cotton on half his nsnal acreage, cnl
tivate it well, bring it to town aud sell
it for cash, then he will be happy, his
merchant relieved aud both prosperous.
If anybody fails to believe the state
ments made above he will do well to try
it before be disputes it. Men can lire
at home and prosper. They will never
prosper making cotton to buy bread,
meat, molasses and lard."
A FEW SHOTS FROM
THE ISHMAELITE-
The business interests of Athens are
suffering badly on account of the failure
of the railroads to furnish adequate fa
cilities for the shipment of cotton from
this place.
The situation is such as to call for
prompt and effective action on the part
of the bnsiness community. If the rail
roads are really unable to fnrnish better
facilities, then Athens is in a bad fix for
the time beiDg, but if, as many believe,
the roads are negligent and could fur
nish better facilities by a little extra ef
fort, the matter should be brought to
the attention of the railroad commission
with the request that the roads be made
to do their duty.
THE POSITION OF
STATE LIBRARIAN.
Hon. Gns Morrow, of Jonesboro, lias
declined the position of state librarian,
tendered him by Governor (laudler, and
the governor will have to make another
appointment.
In this connection the name of Judge
N. L. Hutchins, of Lawrenceville, has
been mentioned, and it strikes us that
the governor could make no better se
lection.
Judge Hutchins is well qualified to till
the position, being one of the best law
yers in the state and having served for
many years on the bench in a most able
aud satisfactory manner.
A NEGRO CONVENTION
TO BE HELD 800N.
According to a New York exchange,
preparations are already being made for
"a great negro convention" in some
southern city next August, called “for
the purpose of giving special attention
to the question of crime among the
yonng men of the race, and to offer as
remedies the chnrch kindergarten, the
Sunday school, the Yonng Men'B Chris
tian Association, the Epworth League,
the Christian Endeavor, and the Bap
tist Yonng People’s Union, and other
accessories for reaching and controlling
the yonng before the hardening influ
ence of time renders reform impossi
ble.”
THE QUESTION OF
SHIP SUBSIDY.
Editor Sid Lewis, of the Sparta Ish-
maelite, among other things says :
The legislature will soon meet and
devise measures for increasing taxation
Dark horses, so called, are not always
horgf s. There are animals aud animals.
The state wasn't jarred at all by the
retirement of Thomas O. Crenshaw from
offloe.
The cotton crop and the price of it
will both be short. Bat both will be
longer than the wit of the farmer who
neglects his provision crops.
It wouldn't hurt either the army or
the navy service if Corbin and Crown-
inshield were sewed np in the same bag
and dropped into the Potomac.
Before the Schley court of inquiry
Capt-. Chadwick, of the New York, suc
cessfully endeavored to show that he Is
a more contemptible fellow than Samp
son,
It is said that Atlanta intends to an
nex the rest of Fulton county. The con-
tignons counties will await their turn
with becoming patience and resigna
tion.
8HEPABD WILT* WIN
IN NEW YORK CONTEST,
There is a * belief that Ed
ward M. 8h ; ard will be t!:o next mayor
of New Y rk. While Tammany h^ll
will give him him the votes necessary
to his ele* tiou, he will nevertheless go
into offl ' unpledged to that organiza
tion. Mr. Shopird is an able, clean
man, and will make N- w Y rk a good

"That American capitalists are negotia

of onr great statesmen for a subsidy of
$9,000,000 a year from the public treas

last year after Commissioner of Naviga

shipyards were more busy than they had
been before since the beginning of the
civil war, and that they were building
steamships for the foreign trade without
receiving any bonus from American tax
