Next Saturday the people of Clarke
oounty will say by their votes whether
or not they wish to issue *33,000 of 4 per
cent, bonds to take up the outstanding
indebtedness of the county
It will require, under the law on bonn
issues, at least one thousand votes to
pass the bonds. There is no opposition
to the issue as it is recognized to b«
a good business proposition, but the
trouble is the getting out of the vote.
All the people should take interest
enough in the matter to go out and vote
next Saturday. If the bonds are issued
they are to be liquidated in a given sura
each year so that at the end of the
twenty years the entire issue will have
been taken up. If they are not issued
the debt maturing January 1st will have
to be provided for by extra taxes no
doubt.
It will be an easy matter to retire the
debt of the county by the means of the
bond issue proposed by the county com
missioners and taxes need not be raised
to do it, as the payments will only be
from *1,500 to *2,000 per annum and
that will not call for an increase of the
tax rate.
But to pay it all at once will necessi
tate a sharp raise in the tax rate

The suffrage convention in \ irginia
wrangling over two proposed methods of
voting.
The majority committee proposes three
following qualifications for a voter, any
one of which will qualify him :
1. He must have been at some time a
soldier and served in the army or navy
in some war in which the Confederate
states, the 1'nited States or one of the
United States have been engaged
2. He or his wife must own and pay
taxes on property of the value of $250.
S. He must have been regularly en
gaged or employed at business or work
for three months of the year and must be
able to understand the duties of any
all the officers for whom he may at any
time be called to vote.
In addition to the above, any person
whose actual habitation for twelve
months cannot be certainly established
by the election officers, shall be excluded
from voting. All persons who shall

the state for the preceding year in which
he offers to register and vote, taxes on

There was recently a teacher in Ashe
ville, N. C., who insisted on teaching
his pupils that John Brown was as great
a man as Washington, Lee or Jackson.
