worked in season and out toward tho
accomplishment of her plan*.
Tim result of her labors la tho magnifi
cent collection of artworks that now fill
the Momurinl hall in Fairmount park,
part of which wero purchased and tho
balance donated by foreign and native
exhibitors. These works are employed
as models, from tyhich are drawn art in
spirations, that eventually find their way
into the carpets, china, calico and the
thousand and ono other things of art, as
well us doinostio economy.
It is to tho city of Philadelphia and the
state of Pennsylvania, supplemented by
tho generosity of n few public spirited,
citizens in the eastern states and in Phil
adelphia, that this important art move
ment has been made in this country.
Tho best features of the South Kensing
ton Art school have been localized, and
the methods of the French, German and
Bujman designers have been freely util
izer The progress made by the latter
country is something wonderful, many
of the best suggestions coming from
there. . * . .
Among tho subjects taught ore dc-
S na for carpets, rugs, wall papers, in
ich there have been a progress within
tho past flvo years that is simply marvel
ous; oilcloths, fcnlicoes and all sorts of
textile fabrics, two-thirds of all the
“genuine Smymns,” are made in Phila
delphia. • In clay modeling for tho deco
rative art trado instruction is given. A
particularly important branch is the
china deooratiou. The advancement made
in pottery manufacture has brought into
demand hand painters of all descriptions,
• as well ns (designers who can make tho
patterns that arc printed upon our more
common stone china by machinery.
China decoration has kept pace with
china manufacture, and now American
goods successfully, compete with those of
both England ana Holland.
The purpose of; the school is to furnish
such instruction in drawing, painting,
modeling, carving and designing as is re
quired by designers, superintendents and
workmen in the various decorativo arts,
and to serve as a training school for
teachers of these branches. In tho pur-
fluoncoof such Instruction tho pupil is
taken through each successive branch
of practical art to which ho or she is
adapted. No knowledge of drawing is
required in beginning, and all studies are
directly from objects and from nature.
As tho pupils advance they are taught
to malic their own designs, the character
of the designs being .confined as closely as
possible to work that could lx? applied to
practical use. Even if the life classes,
where copies are made from tho semi
nude, the models are posed in attitudes
that could be applied to architectural de
signs. In fact, in no department is the
Industrial feature lost sight of, and from
tile first attempt in geometrical drawing
to tho highest perfection in copies from
life this object is kept steadily in view.
An im[*)rtant feature of the instruction
is that of compelling the pupil, after
having made the designs, either in textile
or in n purely art department, to work
them out in real articles. Looms oxactly
like those used ill New England and
Penn-ylvatda manufactories are provided
and the pupil makes a rug or a picco of
cnv|x?t from his or her own pattern.
In un iui titution owing its existence
almost wholly to tho indomitable pluck
and push of ono woman, there arc natur
ally a large proportion of women stu
dents, b'd they are by no means tlie
majority of those lienefited. Ambitious
artisans in the hundreds of industrial
mill* of ihe city find bore immense advan
tages for self improvement. Women find
tho same, and they are availing themselves
of tho privilege, both liereand in tho older
institution for industrial and art advance
ment—the School of Design for Women.
The latter was a pioneer in this country
in tho task of providing congenial and
profitable employment for women.
Within n few months art schools in
throe largo western cities have sent repro- •
eentatives to this city to ask after the
feasibility of industrial plans. It is rec
ognized that women must bo provided
with the means of earning n living, and
the vast field of industrial art furnishes a
broad and hitherto uncultivated and un
occupied ono. Tho number of women
now filling remunerative positions in tho
mills as designers attest the okdm of in

To declare standing pools of water,
and low or wet places within the
limits of the city of Brunswick, a
nuisance, and to provide for the
abatement of same.
Section 1. Do it, and it hereby ordained by
the -Mayor nnd Council of tho city of Brunswick,
in Council assembled, that from and after tho
passage of this Ordinance, the allowing pools it
water to stand for any length of time, upon any
lot ofland, within the limits ot said city, is detri
mental to tho publio health and safety and is
hereby declared to he a mdsanco; nnd each and
every owner of any lot In said city upon which
pools of water collect, is hereby required, upon
a written request of tho Board of Hoalth of said
city, to All up such lot with additional earth, or
to ditch and drain said lot, so that such standing
water shall be removed thorefrom, and all wet.
or marshy ooll shall become dryland.
Sic. t. Be it further, lu like maner ordained,
that it any owner at such lot, upon recoipt of
such notico and request from the Board ot
Health, as prescribed in the preceding section of
this Ordinance, shall fall or rofaso to comply
therewith, tt abaft bo tho duty of the Marshal <it „
said city to cause said nuisance to be abated and -
said lot to bo filled up or drained, and utter so
doing shall tile with tho Clerk and Treasurer of
said city a statement of tho amount of tho ex
penses incurred by him In so doing, nnd there -
upon tho Clerk and Treasurer afqresnid shall Is-
suo an execution against the iandB nna -tene
ments, goods and chattels of the owner or owners
of said lot, for tho amount so * expended by tho
said Marshal, which execution shall be levied
and collected by tho Marshal, by lovy and sale,
as Is done in cases of delinquent tax payer* •

all ordinances or parts of ordinances, in conflict
with this Ordinance be nnd tho same aro hereby
