do justice to and wisely apply the. money of
State to bo disbursed under their direc-
Resolvtd, That should the road be located
at was designed and as Dr. Screven desired
in 1854, it would be wise in the Legislature
to furnish the iron therefor at once, and that
we will cheerfully unite with the friends of
the enterprise to secure this favor from the
Legislature. On motion it was
Resolved, That the Chairman be added to
the committee to address the President of.
the Atlantio & Gulf Railroad Company.
The chair announced the following com
mittee to prepare an address to Dr. Screven,
to wit: CoL.Se ward, N. Reddick, H. J. E.
Rosser, j. J. Pike and James McDonald.
Thomas Boston, Esq., being present, made
a fe w pertinent and forcible remarks approv
ing the action of the meeting.
It was resolved that the proceedings of
the meetiug be published in the papers at
Thomasville, Macon, Milledgeville and Sa
vannah.
Whereupon the meeting adjourned.

THE CAPTURED AFRICANS.
We have announced the fact that the
President had concluded a contract with the
American Colonization Society for the sub
sistence and instruction of the Africans re
cently captured in the slaver now at Char
leston, for the period of one year after .their
landing on the African coast. We under
stand that this disposal of the Africans has
been made with reference to pure considera
tions of economy ; it having been ascertain
ed on full inquiry that the cost of executing
the directions of the law would be less un
der this arrangement with the Colonization
Society than under any other that could have
been made with private individuals ; the char
acter and reputation of the Colonization
Society affording, in addition to superior
cheapness, S guarantee of a faithftJexeontion
of the contract, which would not have existed
under an arrangement with private individu
als personally uuknown to the government.
As various discussions have been lately rife
in the JjJnion on the propriety or expediency;
oPreturniug these captives again into their
native coasts, and the subject has been treat
ed as if the President possessed under the
laws an option whether to send them back
to Africa or retain them on this continent,
it is proper that we should here quote the
law under which his proceedings have been
taken, from which it will be seen, he was al
lowed no such option as that we have al
luded to :
In the case of Africans captured on the.
passage from continent to continent, the pro
visions of the laws of Congress are as fol
lows :
. “The Commander of the capturing vessel
is directed to deliver every such negro, mu
latto, or portum of color, to the marshal of the
district iuto which they are brought, if into a
port of the Uuited States; • • * •
transmitting to the President of the United
States, as soon ns may’ be after such delivery,
a descriptive list of such negroes, mulattoes,
or persons of color, that lie-may give direc
tions for the disposal of them.” *. * * #
Be itfurther enacted. That the President
of the United State be, and he is hereby
anthorized to make such regulations and ar
rangements as he may deem expedient for
the safe-keeping, support, and removal be
yond the limits of the United States of all
such negroes, mulattoeß, or persons of color
as may be so delivered and brought within
the jurisdiction ; and to appoint, persons, resi
ding upon the coast of Africa,for receiving
the negroes, mulattoes, or persons of color
delirtrtdfrom on hoard vessels seized in the
prosecution of the slave trade by comman
ders of the United States armed vessels.”
The law, it will be seen, makes it impera-
live upon the President to transport the cap
tives beyond the limits of the United States ;
and also makes it imperative upon him to ap
point an agent or agents on the coast of Af
rica for the safe-keeping and eiipport of the
captives; thus designating the destination to
which he shall send them—half the proceeds,
of the captured slaver going into the treasury
of the United States in liquidation pro tanto
of the cost of these measures.
Thus the law left no discretion to the Pre
sident upon the question whether the happi
ness and welfare of the captives would be
best promoted by retaining them in a land of
civilisation and religious advantages, or re
turned to their original barbarism and dark
ness on the coast which the abolitionists would
have us to believe a realm of bliss and mor- j
al puiity compared with the plantation of
the South.
It is not for ns to comment upon the poli
cy of a law which consigns these captives
again, after but a year’s respite, to the mis
erable existence which they had escaped on
their native shores ; or to raise the question
whether their own welfare would not have
been far better consulted by retaining them
here —either consigning them- to a congeni
al and natural bondage on our Southern plan
tations, or turning them over to the officious
philanthropy of New England abolitionism.
The law directs the captives to be sent back
to Africa.® lta est scripta lex; and while it
continues thus to bo written, such a discus
sion would be only a vain speculation.—

THE EDITORS of the Southern Recorder
propose to publish during the Session of the
Legislature”* Tri-Weekly paper under the shove
name, of medium size, to contain a synopsis of de
bates, bills and all other matter* of importance
or interest that shall come before the Legislature
—thus affording an early, impartial and complete ac
count of the proceedings of that body. To effect
this in a proper manner, we will be necessitated to
keep good Reporters, with a ready pen, in each
branch of the Legislature, to give matters at they
come up. This and other things will be attended
with no little expense, but if a sufficient number of
subscribers shall tend Uatheir name* by the 20th
October next, the paper will be issued, and on the
receipt of the firqt uumber the subscription, One
Dollar, will have to be paid. -
Strict attention will be given to the latest Tele
graphic, Cotton and other News.
