In Senate, on Tuesday the 30th ult. being
the last day for the introduction of new mat
ter, unless by a vote of two-thy ds, the Senators
pretty generally disposed of their budgets, 1
and a large quantity of original matter was
introduced.
Mr. Shropshire, of Chattooga, moved to
reconsider the loss of the bill to reduce tho
number of Senators and Representatives.
The motion elicited considerable debate, hut
was rejected—yeas 53 nays 59.
The bill to compensate Thomas High
smith for the loss of his leg on the State
Road was passed—yeas 91 nays 18.

By a vote of 103 to 2S, the House of
Representatives adopted the joint resolution
offered yesterday by Mr. Fuller, of Columbia,
requiring the General Assembly to adjourn

UNIVEESITY OF GEORGIA—BILL DEFEATED.
By reference to the proceedings of the
House for Tuesday, it will be seen that the,
bill authorizing a Committee to inquire and
report as to a State University, introduced by
Mr. Speaker Underwood, has been defeated
by a majority of ten votes. Wo think the
object of the” bill was laudable, and we regret
its failure, No legislation or expense was to
he required until the Committee reported,
and then only as demanded to execute the
scheme.— lbid.
MARRIAGE OF KINDRED.
A bill has passed the House of Represen
tatives hy a vote of s(i to 52, prohibiting the
intermarriage of first cousins, under a severe
penalty, and cutting oft’ the inheritance of
issue. The preamble to the bill asserts that
many deformations of mind and body arc of
congenital origin, from the practico of near
kindred intermarrying with each other.— -lb.

NEW COUNTY OF CLAYTON.
The House, by a vote of 95 to 49, passed
the bill creating anew county from parts of
Fayette and Henry, to bo called Clayton
county, in compliment to the late Hon. Au
gustin 8. Claj ton, one of Georgia’s most

FENITENTIABY NOT ABOLISHED.
On Monday, the bill introduced by Mr.
Frice, of Pickens, to abolish the Penitentiary,
and to provide anew criminal code for the
State, was lost in the House of Representa
tives, on a division vote. As the yeas and
nays were not demanded, we nre unable to
give the strength of tire proposition, but we
have been informed that its supporters were
as few as the friends of the present system
could desire. — Ibid.

For want of space we are compelled to
omit the notice in detail of the reports from
Committees. Yesterday Mr. Irwin reported
back to the House about fifteen bills which
had been previously referred, many of them
with amendments. — lbid.
HOM HENRY B. JACKSON.
Although the weather was severely cold
and disagreeable, the audience was quite
large to hear this distinguished gentleman in
the Representative Hall on Tuesday evening.
The chief point in hfs address, to which he.
made his eloquence subservient,"'was that all
governments were struggling for dominion to
the Utmost degree, and that the . European
States, or at least the three controlling pow
ers, England, France and Russia, had sot an
example of which the balance of the world
could not fail to see the drift. Tho Uniled
States held the destiny of the Western
Hemisphere, and Southern men had moulded
the national mind by tho moral supremacy
’ ever awarded to intellect in the cause of
truth. Os late years, the country had been
divided into sectional influences, and the
force of numbers brought to hear against the
South in a war of fanaticism. It had suc
ceeded in despoiling the South of her terri
torial equality, and of her constitutional
rights. The time had come—Hie issue had
been tendered by the North—when ‘wo ‘Can
be no longer passive.
Judge Jackson spoke an hour, or a little
upwards, in a style of chaste scholarship,
heightened by a pleasant elocution, and was
listened to with every mark of profound at
tention. His thoughts were elevated, and
such as we all are in the habit of supposing
belonged to the better days of the Republic.
His eulogy of President Buchanan, and the
Northern statesmen who had been sacrificed
in the late elections fomlieir course towards
the South, was alike splendid iu conception
and in language.
Asa whole, the Speech was very creditable
in its composition and delivery. It could
have been a little more explicit and practical,
in the present juncture of affairs ; but even
this objection may vanish on perusal, as we
noticed that an accomplished plionogrnpher
took down the address, which we presume

CODIFICATION OF THE LAWS.
Tho bill introduced by Mr. Gordon, of
Chatham, providing for a codification of the
Laws of Georgia, on a plan similar to that of
Alabama, passed the House of Representa
tives yesterday.— Recorder, Dec. 2.
