Brown, of the Post Office-Department, re
commends that the franking privilege be
abolislied, and the issue of -stamps be sub
stituted. He deprecates the transmission of
heavy matter by mail—recommends the
adoption of uniform rates of postage at five
cents—favors the establishment of a line of
mail steamer* from San Francisco to Japan
and Chinn, lie estimates tho expenditures
next year at fourteen million sevou hundred
and fifty thousand dollars, and ti>e receipts at
eleven million dollnrs.
DHPARTMK.vr of thk I.NTKniOß.—Secre
t*r7 Thompson, of the Interior Department,
states that the revenue received last year
from the sales of public lands amounted to
two million dollars. He recommends that
the government shall cover all lands contain
ing the precious metals, and sell all lands
containing tho baser metals. He advises the
extension of the pre-emption laws over the
Territory of Utah.
Navy Dkpakt.mrnt.—Secretary Toucey
recommends an increase in the number of of
ficers of tho navy, of all classes; and favors
the purchase of all the vessels lately charter
ed for the Paraguay expedition. He also re
commends the construction of ten light
draught steamers.
War Department. —Secretary Floyd, of
the War Department, gives it as his opinion
that tho Navajo and Cnmanche war just
commenced, will prove to be fierce and
bloody; but he states that it will be vigorous
ly prosecuted, lie recommends but few-new
fortifications, and those only at exposed
points. Hjs estimates for the next year are
three million dollars less than the expendi
tures were last year.
NICARAGUA EMIGBANTS, Sue.
Mobile, Dec. 7th.—The three masted
schooner Sasun, Harry Maury, Maxtor, sailed
on Sunday morning last at one o’clock, with
140 passengers and a good supply of pro
visions, without a clearance. It is presumed
hc was On a coasting voyage, and probably
destined for some port in Florida. The schoon
er was overhauled before reaching Mobile
Point by an artned boat commanded by Capt.
Morrison and Lieut. White, of the revenue
cutter MrCUlfand, and stopped. TJic pas
sengers threatened the cutter’s men, and
would not allow them to come on board of
the schooner. The passengers and schooner
have been stopped, mid the government offi
cers are now waiting for instructions from
Secretary Cobb, to know what to do. This
- interference has caused considerable excite
ment among the filibuster people and their
friends.
The government secret agent, Wilson, of
Ohio, left suddenly a few days ago, as there
was very evidently a disposition among some
persons to treat him harshly—perhaps tar and
feather him.
Moim.it,. Dee. 9.—The schooner Susan,
which was stopped by the cutter McClelland,
on Tuesday, escaped, and is believed now to
be at least four hundred miles at sea. The
cutter, in the pursuit, got aground at the. Na
vy Co-vC, and remains there.- The escape of
the schooner, and the detention of the cutter,
have caused much pleasure to those who fa
vor the-emigration scheme.; x

been deputed to invite him, continued to
press the invitation, assured him that the so
ciety were rtfidy to pay him liberally for
his services. “ That is t no inducement to
me,” replied Agassiz: “I cannot afford to
waste toy time, in making money.”

At Cincinnati, a locomotive of the Mari
etta Railroad started down the track about
half a mile, when the man in charge seeing
a locomotive of the Little Miami Rock hack
ing towarulriin, audfoari+ig a collision, re
versed the engine and jumped off. A min
ute after, the two engines came together,
when the the’Marietta en
gine, together with the force of the reversed
power, started tho engine with the velocity
of a rocket. The Says :
Tho down grade gave it additional head-i
way, and it bounded along the track like a [
fiend incarnate, belching forth fire and smoke
to the distance of twenty or thirty feet from |
the track, and liternlly bounding from the 1
iron rail, threatening destruction to every
thing that impeded its progress. Experienced
judges of the speed of Railway trains, who
saw this engine on its lightning travels, say
that it could not have been going at a less
rate than terent yfue to one hundred mile*
jtcr hour ! Its final bringing up shows that
their calculations could not have been far out
of the way.
Upon the track in the depot, the morning
trpin, consisting of some four or five cars, had
been made up, and about 100 passengers had
already taken their seats. On came the
engine with tho speed of a destructive whirl-,
wind, directly upon the track leading to the l
train, until within about four or five rods of
the depot, when the fortunate accidental
change of a switch drove it upon the other
track. , , -
Almost before the persons standing by
could realize that an engine had entered one
eml of tho depot, the Iron Steed had bonnded ‘
through the entire length, demolished an
oightceu inch Ui’jck wall, timbers and -all, at
the rear, leaped .TcroS two road tracks—one
about ten feet below the other—without
touching either, and imbedded itself in a huge j
pile of coal in the yard of J. Uochnownr.—!
The distance leaped, from the wall of the
depot to the jump of the engine, could not
have been less than seventy-jive feet. All
this distance through the demolished wall of
the depot, if dragged the tender loaded with
wood, without breaking the couplings.
Hut for the fortunate change in the switch,
which threw the engine upon the opposite
track to that on which the Cleveland train
was standing, the loss of life must have bnen
terrible. The force which rent a brick wall,
eighteen inches thick, fora Circle of fifteen
feet, would have smashed the cars upon the
trank into fragments, and a fearful destruction
of fife and limb must have followed. The
damages to the locomotive is estimated at
*3,000 to 84,000, and to the Little Miami
depot, *I,OOO to SUOO.

Eulogy of the dead is hut too common, hHt when

the world, her virtues should be mentioned. As a
wife, mother, mistress, friend, she was unsurpassed.
She had a heart overflowing with kindness, ntid the
writer of this brief tribute, who knew her well, can
safely say that he has never known a more steadfast
Rnd devoted friend. She was truly pious, and was a
constant member of the Presbyterian ehureh from
early me. She, was a native of North Carolina', and
her connexions, who are scattered over several of
tho Southern Statos, are highly respectable. She

WE, TIIE GRAND JURY, CHOSEN,
sworn and empamiclled, having finished the
labors of the week, beg leave to make the following
presentments:
We have examined the Tax Collector’s insolvent
list, and allow him for.his insolvent list on the State
tax one hundred and seven dollars and forty-nine
cents; also, eighty-eight dollars and forty-seven
cents ns his insolvent list on the county tax
We have examined, through our respective Com
mittees, the books of fht Clerk of the Superior and
Inferior Courts, and ulso-the Ordinary’s books, all of
which we find kept ill a neat and business like man
lier, reflecting much credit on the respective offi
cers.
Weliavc also examined the books of the County-
Treasurer, which we find, also, kept in a business
like manner, reflecting, also, much credit on the
Treasurer.
We find, of current funds on hand, $250,744; lin
enrrent funds. $745.00, which wo woidd recommend
the Interior Court to make some disposition of, ei
ther by salt or otherwise.

ken by the Inferior Cun it in part payment of the
deficiency in copper work by ilaiumn. We recom
mend the Inferior Court to receive said ordery ~it
having been paid in that way.
We also find $51.884.p00r funds in blind.
We have also examined the Jail and find it in
good order, without any citizen prisoners, which
speak well lor the morals ol our county.
We had before ns the report of tile,Messrs. Bow
ens, the builders of the. court-house, and we fiud
they have lost $1217.59, (twelve buudi'ed and seven,
teen dollars and fifty •nine cents,) besides the loss of
the time of the master builder*; and while we are,
opposed l<> the precedent of making up deficiencies
when a contract ik made, yet , in consideration of
the faithful manner In which the work has been
done, we recommend thccriiVerior Court to-pay out
ol any money, not otherwise appropriated, the
