in such an unsatisfactory condition
that we will stop publication until
they are put in shape. So many are
behind that unless the accounts are
wound tip, they will begetting in a more
unsettled condition the longer the pa
pei is published.

It is slated by the Atlanta Consti
tution that the South has expended,
this season in the North, $55,000,000
fur wheat,^sso,ooo, 000 foi corn, $72,-
000,000 for meats, $25,000,000 for hay,
butter, oats, cheese, <fec., &c , SBO,OOO,
000 for life, fire atid marine assurance,
$50,000,000 foi dry goods, liquors and
groceries. It would be well for some
good statistician to give these figures
with the greatest possible accuracy*
The money deyoted annually t* lile
assurance is enotmonse and the whole
of this sum is invested under local laws
in Eastern securities. Jf the hundreds
of millions taken out of tlie South in
twenty years by life assurance had
been invested in homes, farms and
fences, the desolateness of wide dis
tricts ol Southern States would not be
so strongly marked, and differences of
aspect of the two sides of the Ohio and
hetweeu tanning districts of the Mid
dle and Southern States less striking.
Life assurance has been the greatest
of Southern calamities. It has iakeii
out of the South countless millions.
The old pianteis, after the war, de
voted the wrecks of their estate-* to
life assurance. Most policies were
forfeited, and thence the sudden and
enormous growth in wealth o r the great
life assurance companies of the East.
A capital of less than fifty millions is
no longer respectable.
Honestly and justly should the laws
be executed, No present good or ne
cessity of partisan policy can justify
wrong-doing by a party in power.
There will bo no need, because of the
decisive Democratic majority, ior the
substitution of the non-eleet tor the
elect, and, whatever the vices of Repub-
lican majorities when ejecting and
seating members, the Democrats will
not follow their unworthy example.
It was the loss of moral character that
lost Republicanism its protracted mas
tery of the country. Reformation in
official two™* is as indispensable as
in practical, political and paitisan ac
tion. Republicans only ridiculed and
despised Andrew Johnson because he
constantly appealed to the Constitu
tion and the laws. These ha fa been
violated shamelessly and set at naught
until the people absolutely proposed,
in condemning the Republican party,
to condemn perjury. Hub be 11 was
only the impersonation of vices which
the couu’ry abhorred. Therefore the
Democratic Congress, aside from its
addicledness to the philosophy of
‘strict const! net loti,” will obey the
laws and interpret thfetti with judicial
and non partisan fairness. Men will
be givCtt seats, in eacea of contested,
elections, as the law and right and de
cisions of courts direct and not as par
tisan selfishness distates. No such
gross outrages will be practiced upon
successful Republicans claiming seal a
in the House as Democrats have been
lorced to tolerate, and law and right,
in obedience to partisan necessities,
will not be violated. Democracy
means the government of the people,
and the people in recent action at the
ballot-box have shown that they con
damn knavery and will approve hon
esty.

Atlanta, Nov., 25.—1 n the Honse

of Dougherty, as to wild land, which
was reported back in the shape of a
substitute, extending the time of re
turn to February, 1883, payment of
taxes to March, and defanlting sales
to April Ist, owing to barely a quo
rum being present and the probable
defeat of the bill, was recommitted
pending a vote.

Monroe county; also a bill amending
section 1,762 of the new Code, so as
to allow a w ife to pay her husband’s
debts and take the estate without ad
ministration; also a local option bill

amending the act approved in 1878 as
to appeals in justices* courts; als-Na,
bill in the shape of a substitute, re
pealing section 1278 of the new Code;
also the bill allowing County Court
Judges to hold court in other tliau
their own counties; also amending sec
tion 183 of the new Code as to elec*
turns by th« Genera! Assembly 5 also
the bill amending section 874. letter
B, of the new Code, also amending
section 1456 of the revised Code; also
the bill changing the time of holding
Twiggs Superior Court.
The bill introduced by Mr. Ray, of
Coweta, as to fertilizer guarantee wai
ver notes, was set for final action
Tuesday at noon.
SENATE.
The Senate passed the bill amend
ing the act to enable the purchasers of
railroads to form corporations, etc;
also the bill regulating the sale of for
mulas, patent* 1 or otherwise, for mak
ing fertilizers; also the bill repealing
the act prescribing the Condition under
whfth foreign Corporations can bold
lands in Georgia; also the bill making
betting on elections a misdemeanor.
The following bills were introduced
and read a first time:

and prescribing the manner of remov
ing citations for sett'emelß in favor of
or against administrators, executors or
guardians trom one county to another.
By Mr. Liv ingiton—Establishing
an expeiimental farm or farms. A
lively debate arose upon its light of
introduction. Mr. Dubignon argued
that it was unconstitutional.
By M. Baker—A bill abolishing the
Agricultural Department.
Tom Mills has been acquitted of the
charge of robbing the mails at the
Atlanta post office.
There is no small-pox among the
convicts at the Dade coal mines, but it
exists in that vicinity.
