dains:—
Section I—That on the first day or
June.. 1914. there shal bo held In this
City an election under the registry 1 st

March 2nd, 1914. and approved March
Brd 19H. entitled “An ordinance to pro
vide for the registration of voters for
an election or elections to he held to de
termine upon the issuance of bonds and
for other purposes.' and under 1 » ex
isting lawn for election for Mayor and
Members of Council, except as modified

er the bonds provided for by this ordi
nance shall Issued. Such notice shall
specify what amount of bonds are to be
issued, for what purpose, what interest
they are to bear, how much principal
and Interest to he paid annually and
when to be fully paid off. Ad persons
voting at such election In favor of the
Issuance of such bonds shall have writ
ten or printed on their ballots the words
"For bonds for the purpose of protection
nga rist floods " and a' 1 persons opposed
to the Issuance of such bonds shall have
written or printed on their ballots the
words “Against bonds for the purpose of
protection against floods."
Section 2 Should the issuance of such
bonds be assented to by two-thirds of
the qualified voters of Augusta and
should such amount of bonds be ascer
tained to be within the limit of bonds
authorized to be issued, under the Con
stitutional Amendment as hereinafter
fully set forth there shall be authorized
to oe issued and sold by The City Coun
cil of Augusta under the provisions of
th s ordinance, Seven Hundred and Fifty
Thousand Dollars ($750,000) principal
amount of bonds, the proceeds of which
shall be used for the purpose of pro
tection against floods. Huch fronds
shall be known as "City of Augusta
Flood Protection Ronds of 1914," shall be
of the denomination of One Thousand
Dollars ($.1000) each, shall hear date the
first day of July, nineteen hundred and
fourteen (1914), shall be payable as to
the principal amount thirty years after
date, shall bear interest at the rate of
four and one-half per centum (4 % per
rent.) per annum, payable semi-annual
ly on the first days of January and of
July of each year, such Interest to be
r«*r*reaented by coupons attached to said
bonds, each coupon being for the sum of
Twenty-two and 50-100 Dollars < $22.60)),
nhaJt be numbered from one thousand
and one (1,001) to one thousand, seven
hundred and fifty (1,750), both Inclusive,
shall be ligthographed or engraved, shall
be signed by the Mayor of Augusta,
countersigned by the Clerk of Council,
and have the Corporate Seal of the C tv
affixed thereto, and the coupons shall
bear the lithographed or engraved sig
nature of the present Clerk of Council.
Such principal and Interest shall be pay
able at the office of the Treasurer of
the City of Augusta; the Interest to be
a Iso payable at the American Exchange
National Hank, New York City. Such
bonds shall befere Issuance be validated
as provided by i*w.
Sec. B—Such bonds to be registered In
accordance with provisions of Ordinance
adopted June 23rd, 1913, and approved
June 24th, 1913.
Section 4—These bonds are Intended to
be issued under and by virtue of the au
thority contained in the Amendment to
paragraph one of section seven of urtlcls
•even of the Constitution of the state
of Georgia, the Act of the General As-

; proved August 16. 1909, as appears in
the published laws of 1909 on pages 77

ed by the Governor of the State of Geor
gia on the 20th day of October, 1910,

Fee. 7—Burp bonds shall be sold by
the Finance Committee In lots or blocks

Thousand Dollars ($250,000), but all of
such bonds whenever sold shall have the
same dignity and no bond shall have any
priority or preference over any other
bond of such Issue. Such sales shall
be by competitive bid to the highest
bidder for cash. Each sale of said bonds
shall he advertised In at least one news
paper In each of the cities of Augusta,
Chcngo and New York, once a week for
two weeks before the sale. No sale
shall he made so as to include therein
any past due coupons but all past due
coupons shall he detached before delivery
of the bonds to which they belong. The
time when sales of said bonds shall be
mnde and the amount to be sold at any
time, subject to the maximum amount
herein prescribed, shall be fixed by The
City Councl of Augusta according to the
requirements of the work to he done for
the purpose of protection against floods
