The City Council of Augusta hereby or
dains:—
Section I—That on the first day of

Issued, for what purpose, what Interest
they are to henr, how much principal
and Interest to he paid annually and
when to he fully pa d off. Ail persons
voting at such election In favor of the
issuance of such bonds shall have writ
ten or printed on their ballots the words
"For bonds for the purpose of protection
ags-nsr roods" and ail persons opposed
to the Issuance of such bonds shall hav#
written or printed on their ballots the
words "Against bonds for the purpose of
protection against floods."
Section 2 Should the issuance of such
bonds !>• assented to by two-thirds of
’be qualified voters of Augusta and
should such nmount of bonds he ascer
tained to be within the limit of bonds
authorized to be issued, under the Con
stitutional Amendment as hereinafter
fully set for»h there shall be authorized
to Me issued and sold by The City Coun
cil of Augusta under the provisions of
this ordinance. Seven Hundred and Fifty
Thousand Dollars ($750,000) principal
amount of bonds, the proceeds of which
shall he used for the purpose of pro
tection against floods Such bonds
•bail be known as "City of Augusta
Flood Protection Rortfls of 1914," sliall be
of the denomination of One Thousand
Dollars ($.1000) #arh, shall bear date the
first day of Juljr, nineteen hundred and
fourteen 0914), shall be payable as to
the principal amount thirty years after
date, shall hear interest at the rate of
four and one-half per centum (4% per
cent.) per annum, payable semi annual
ly on the firs* days of January and of
July of each year, such Interest to be
r«f»resented by coupons attached to said
bonds, each coupon being for the sum of
Twenty-two and 50-100 Dollars ($22.50)).

the City of Augusta; the Interest to he

accordance with provisions of Ordinance
adopted June 23rd, 1913, and approved
June 24th, JIMS.
Section 4 These bonds are Intended to
he sailed under and by virtue of the au
thority contained In the Amendment to
paragraph >n* of section i.even of article
seven of the Constitution of the State
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 16. 190*. as appears In
the published laws of 1909 on pages 77
to 80 Inclusive, and which was proclaim
ed by the Governor of the State of Q«-or
gu on the 20th day of October, 1910,
to have been adopted by the people of
the State, and which amendment rends
as follows:
"Paragraph 1.-The debt hereafter In
curred by any county, municipal cor
poration or political division of this
state. except u in this Constitution pro
vided for, shall not exceed seven per
centum of ths assessed value of itil the
taxable property therein, and no such
county, municipality or division shall
Incur any new debt, except for a tem
porary loan or loans to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the ,ia
aesaed value of taxable property therein,
without the aasent of two-thirds of the
qualified voters thereof at an election
for that purpose, to be held aa may he
is escribed by iaw; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable
property at the time of the adoption of
this Constitution, may Pe authorised by
law to increase, at any time, the amount
of su d debt, three per centum upon
such assessed valuation, except that The
City Council of Augusta, from time to
time, as necessary, for the purpose of
protection agnlnst floods, may incur a
bonded Indebtedness upon Its power pro
ducing canal and municipal waterworks.

to an amount in the aggregate not ex
ceeding fifty per centum of the com
bined value of such propert es. the valu
ation of such properties to l»e fixed as
may be prescribed by law, but said val
uation not *o exceed a figure five per
centum of which shall represent ths net
revenue per annum produced by the two
such properties together at the time of
sa d valuation, and such Indebtedness
not to be Incurred except with the as
sent of two-thirds of the quxttfied vo era
of such city, at an election or elections
for that purpose to be held as may be
now. or may te hereafter, prescribed by

Thousand Dollars ($250 000), but all of
such bonds whenever sold shall have the
same dignity and no bond shall have any
priority or preference over any other
bond of such Issue. Such sales shall
be by competitive hid to the highest
bidder for cash. Each sale of said bonds
shall be advertised In at le;iat one news
paper In each of the cities of Augusta,
Chcago and New York, ooce a week for
two weeks heforf the sale. No sals
shall be made so as to Include therein
any past due coupons but all past due
coupons shall be detached before delivery
of the bonds to which they belong The
time when sales of said bonds shall be
made nnd the amount to lie sold at any
time, snblert to the maximum amount
herein prescribed, shall he fixed by The
City Councl of Augusta according to the
requirements of the work to be done for
the purpose of protection against floods

and owners of Forty-first mortgage
bonds of the Hon Air Hotel Company,
dated June 1. 1901. each for the princi
pal sum of SI,OOO, and numbered con
secutively from 1 to 40 inclusive, that
saUl Company will take up, pay off and
redeem said Bonds named above by the
payment of principal and accrued inter
est At The National Exchange Bank of
Augusta. Georgia, on the next semi an
nual Interest period, to-wit, June 1, 1914,
upon the presentation of said Bonds.
This notice is given in pursuance of the
right, privilege and option reserved to
the Hon Air Hotel Company In a Trust
Peed securing said Bonds. The hold
