Section I—That on the first dny of
June, 1914, there shall tie held In this
City an election under the registry list
made up under an ordinance a lopted
March 2nd, 1914, and approved March
Bfd 1914, entitled "An ordinance to pro
vide for tne registration of voters for
an flection or elections to he held to de
termine upon the issuance of bonds and
for other purposes,’ and under i » ex
isting laws for election for Mayor and
Members of Council, except as modified
by this ordinance, to determine upon
the Issuance of bonds provided for >n

qualified voters of Augusta that on the
first day of June, 19j4. an election wll
I e held to determine the question wheth
er the bonds provided for by this ordi
nance shall be Issued. Such notice sha.ll
specify what amount of bonds are to be
Issued, for what purpose, what interest
they are to bear, how much principal
and Interest to he paid annually nnd
when to be fully pa.d off All persons
voting at such election In favor of the
Issuance of such bonds shall have writ
ten or printed on their ballots the words
"For bonds for the purpose of protection
against floods" and all persons opposed
to the Issuance of such bonds shall have
written or printed on their ballots the
words "Against bonds for the purpose of
protection against floods.”
Paction 2- Should the issuance of such
bonds be assented to by two-thirds of
iho quallfleo voters of Augusta and
should such amount of bonds be ancer
fnlned to be within the limit of bonds
authorised to be issued, under the Con
stitutional Amendment as hereinafter
fully set for*h tfcere shall he authorised
to he issued nnd gold by The City Coun
cil of Augusta under the provisions of
this ordinance, Seven Hundred and Fifty
Thousand Dollars ($750,000) principal
amount of bonds, the proceeds of which
shall be used for the purpose of pro
tection against floods Such bonds
shall be known ns “City of Augusta
Flood Protection Rorgls of 1914," sliall be
of the denomination of One Thousand
DoUars ($.1000) raeh, shall bear date the
first dny of July, nineteen hundred and
fourteen (1914), shall he payable as to
the principal amount thirty years after
date, shall hear interest at the rate of
four arid one-half per centum (4% per
cent.) per annum, payable serni annual
ly on the first daya of January and of
July of each year, such Interest to be
represented by coupons attached to said
bonds, each coupon being for the sum of
Twenty-two and 50-100 Dollars ($22.50)),
shall he numbered from one thousand
nnd one (1,001) to one thousand, seven
hundred and fifty (1,750), both Inclusive,
shall bo ligthographed or engraved, shill
be signed by the Mayor of Augusta,
countersigned by the Clerk of Council,
end have the Corporate Real of the C'ty
affixed thereto, and the coupons ehaJl
bear the lithographed nr engraved sig
nature of the present Clerk of Council.

able at the office of the Treasurer of
the City of Augusta; the Interest to be
also payable at the American Exchange
National Rank. New York City. Such
bonds shall before Issuance be validated
as provided by
Hec. 3—Such bonds to he registered In
accordance with provisions of Ordinance
adopted June 23rd, 1913, and approved
June 24th, i9J3.
Section 4—-These bonds are Intended to
be issued under and by virtue of the au
thority contained in the Amendment to
paragraph one of section seven of article
seven of the Constitution of the State
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 16. 1999. as appears in
the published laws of 1909 on pages 77
to 80 Inclusive, and which was proclaim
ed by the Governor of the Rtate of Geor
gia on the 20th day of October, 1910,
to have been adopted by the people of
the Htute, and which amendment reads
as follows: %
“Paragraph I.—The debt hereafter In
curred by any county, municipal cor
poration or political d vtslon of tills
State, except «s In this Constitution pro
vided for, shall not exceed seven per
centum of the assessed value of all the
taxable property therein, and no such
county, municipality or division shuli
Incur any new debt, except for a tem
porary loan or mans to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the as
sessed value of taxable property therein,
without the assent of two-thirds of the
qualified voters thereof at an •lactlon
for that purpose, to be held as may he
prescribed by iaw; but any city, the debt
of which does not exceed seven pur cen
tum of the assesHed value of the taxable
property at the time of the adoption of
this Constitution, may be authorized by
law to Increase, at any time, the amount
of sad debt, three per centum upon
such assessed valuation; except that The
City Council of Augusta, from time to
time, as necessary for the purpose of
protection against floods, may incur a
bonded Indebtedness upon Its .power pro
ducing canal and municipal waterworks,
In addtlon to the debts hereinbefore In
this paragraph allowed to be Incurred,
to an amount In the aggregate not ex
ceeding fifty per centum of the com
bined value of such properties, the valu
ation of such properties to be fixed as
may be prescribed by law, but said val
uation not *o exceed a figure five per
centum of which ahall represent ths net
revenue per annum produced by thk two
such properties together at the time of
said valuation, and auch Indebtedness
not to be Incurred except with the aa
aent of I wo-third a of the qualified voters
of such city, at an election or elections
for that purpose to be held as may be
now, or may he hereafter, prescribed by

hereby provided for shall be secured by
