March 2nd, 1914. and approved March
Brd 3914, entitled "An ordinance to pro
vide for the registration of voters fur

Members of Council, except as modified
by this ordinanc©, to determine upon
the Issuance of bonds provided for in

nance shall he issued. Such notice shall
specify what amount of bonds are to he
Issued, for wh?it purpose, what Interest
they are to hear, how much principal
and Interest to be paid annually and
when to he fully pa d off. AH persons
voting at. such election In favor of the
Issuance of such bonds shall have writ
ten or printed on their ballots the words
"For bonds for the purpose of protection
aga nst floods “ and all persons opposed
to the Issuance of such bonds shall have
written or printed on their ballots the
words '‘Against bonds for ths purpose of
protection against flood*."
Section 2 .Should the issuance of such
bonds be assented, to by two-thlrda of
tha qualified voters of Augusta and
should such amount of bonds be ascer
tained to he within tho limit of bonds
authorized to be issued, under the Con
stitutional Amendment as hereinafter
fully set forth there shall he authorized
to tie issued and sold by The City Coun
cil of Augusta under the provisions of
this ordinance. Seven Hundred and Fifty
Thousand Dollar* (|750,000) principal
amount of bonds, the proceeds of which
shall hs used for the purpose of pro
tection against floods. Such bonds
shall he known as “City of Augusta
Flood Protection Ronrls of 1914," shall he
of the denomination of One Thousand
Dollars ($.1000) #ach, shall bear date the
first day of July, nineteen hundred and
fourteen (1914). shall be payable as to
the principal amount thirty years after
date, shall bear Interest at the rate of
four and one-half per centum (4V6 per
cent.) per annum, payable semi annual
ly on the first days of January and of
July of each year, such Interest to be
represented by coupons attached to said
bonds, each coupon being for the sum of

Section 4— I These bonds ore Intended to
b«- sailed under and by virtue of tho au
thority contained tn the Amendment to
paragraph one of section seven of article
seven of the Constitution of the State
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 16. 1909. as appears in
the publ shed laws of 1909 on pages 77
to 80 inclusive, and which was proclaim
ed by the Governor of the Plate of Geor
gia on the 20th dny of October, 1910,
to have been adopted by the people of
the State, nnd which amendment reads
mu follows:

without the assent of two-thirds of the
qualified voters thereof at an election
for that purpose, to be held us may be
prescribed by law; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable
property at the time of the adoption of
this Constitution, may be authorised by
law to Increase, at any time, the amount
of sad debt, three per Centum upon
such assessed valuation; axcept that The
City Council of Augusta, from tlma to
time, as necessary, for tha purpose of

bonded Indebtedness upon Its power pro
ducliiK canal and municipal waterworks,

may be prescribed by law but said val
uation not to exceed a figure five per
centum of which shall represent the net
revenue per annum produced by the two
such properties together at the time of
said valuation, and such Indebtedness
not to be Incurred except with the as
sent of two-thirds of the qualified voters
of such city, at an election or ejections
for that purpose to he held as may be
now. or may be hereafter, prescribed by
law for the incuiring of new debts by

hereby provided for shall be secured by
a mortgage or Deed of Trust from Tee
City Council of Augusta, covering and
creating a lien upon both the power pro
ducing canal and municipal waterworks
of such City, subject to I>eed of Trust
from The City Council of Augusta to
United States Mortgage and Trust Com
pany, dated November Ist, 1912, and rec
orded In the office of the Clerk of the
Superior Court of Richmond County,

bond of such Issue. Such sales shall
be by competitive bid to tho highest
bidder for coah. Each sale of said bonds
shall lie advertised 1n at least one news
paper in each of the cities of Augusta,
Chcago and New York, once a week for
two weeks before the sale. No sale
shall be made so as to include therein
any past dm, coupons but all past due
coupons shall be detached before delivery
of the bonds to which they belong. The
time when sales of said bonds shall be
made and the amount to be sold at any
time, subject to the maximum amount
herein prescribed, shall be fixed by The
City Councl of Augusta according to the
requirements of the work to be done for
the purpose of protection against floods
All the requirements, notice or details
in connection with any of such sales
shall he jest to the discretion and pow
er of the Finance Committee.
