As Terms of Peace.
The mediation colony is disposed
to regard the protocols thus far sign
ed as terms of peace which represent
an agreement between the United
States and Mexico to resume diplo
matic relations upon the fulfillment
of a single conditions —the estblish

Carranza’* Reply.
Niagara Falls, Ont. —The last note
from Carranza which was in reply to
a communication from the mediators
under date of June 21 was made public
today. It says:
"The chief of the constitutionalist
government duly appreciates the noble
purpose of the mediators in address
ing him an invitation to treat directly
with delegates of General Huerta on
the organization of a provisional gov
ernment capable of bringing about in
a prompt and consistent form the
pacifieation of Mexico. But notwith
standing his good will to give to the
country an organic and durable peace
by any means which will not bring to
naught the great sacrifices which the
Mexican People have made in the pres
ent struggle, he is compelled to con
sult the opinion of the generals of the

From Promises Made.
This obligation arises from the
promises made by Carranza and
all constitutionalists faithfully to car
ry out the 'plan of Guadalupe, which
proposes to restore the constitutional
order by means of a provisional presi
dent and which would be modified if
such government were made to ema
nate from a possible agreement with
the delegates of General Huerta as
well as from his earnest desire that
andy agreement reached be tsrictly
fufilled.
Awaiting Their Answers,
"With this end in view and in fur
therance of the efforts of the media
tors to procure a Peaceful solution
of the struggle which the Mexican
people have been compelled to sustain
in the defense of its institutions the
first chief has already addressed’ the
generals of the constitutionalist army
in consultation and only desires to
request the mediators to allow him a
short period of time during which he
hopes to receive answers from his
companions in arms in order to ap
point delegates to treat with the del
egates of General Huerta.’’
