Germans Want Flemish
Provinces to Get Food
London. 2 <2 p. m.— In a despatch from
Ghent, Belgium, a correspondent of the
Exchange Telegraph Company says the
burgomaster has negotiated an agree
ment with the commander of the Ger
man troops before the town, the pur
pose of which is to avoid the entrance
I of German soldiers.
I One of the conditions of the agreement
I was that the civic guard now at Waere
gheue should return to Caent and dis-
I arm.
1 The communal administration has un
dertaken to furnish the German ad
vance troops with provisions, the quant
ity and details of which will be fixed
later.
It is confirmed that the Germans are
endeavoring to occupy the Flemish pro
vinces with the objec t of securing fresh
food supplies.

With the shipping situation clearing
‘ up in a manner very satisfactory to ves
sel owners and shippers, tho heavy ex
port demand for American steel pro
ducts is be~innfg to t»e transformed into
actual orders says The Iron Trade Re
view. The Steel Corporation has hook
ed a number of good sized orders for
: shipment abroad, some of them at very
favorable prices, and its boats are be
ginning to move. It. is completing de-
I tails for putting 10 of its boats owned
i outright under the American flag. Some
| of the business taken Is for South Am
erica. where the corporation has been
running three lines, one to Brazil, one
to the River Platte and another to the
west coast. It also lias made some im
portant sales of skclp, ro and other
semi-finished and finished to Great
Ilritain and other European countries.
One sale of 1,000 tons • wire nails to
England was closed at higher than do
mestic price. Negotiations are now un
der way to transfer to this country’ a
large tonnage of rails for South Ameri
ca which Germany is unable to ship.
The corporation has taken an order
for 12,000 plates for an Australian water
line upon which it competed and lost to
Germany several months ago. It now
regains the business at a price $7 per
ton higher than was originally quoted.
Inquiries are heavy from South Am
erica, Australia and Africa. Leading
ship owners who will transfer under the
American flag are expressing complete
satisfaction with remedial legislation
now being enacted.

Aiken Citizens Organize “Buy-a-Bale” Club
and Through Buyer Pay 10 Cents a Pound
For Limited Number of Bales
Business and Professional Men and Patriotic Women Under
take Through Concerted Movement to Relieve the Situa
tion and Take Several Bales Off the Market, Buying Only
From the Small Farmer Who is Absolutely Compelled to
Sell---J. Lloyd Courtney is Made Buyer for the Club and
Operations Have Begun
Aiken, S. C.—Backed by local busi
ness people, professional men and pa
triotic citizens, Including a number of
Aiken women, who are doing every
thing in their power to help relieve
the situation, a "Buy-a-Bale" club has
been formed In Aiken. That there
may he a concerted and an organized
movement, the money with which the
cotton is being bought Is being put
up by the members of the club.
Mr. J. Lloyd Courtney, a well known
cotton buyer and a membet of city
council, bus been made buyer for the
club, and ten cents a pound Is paid
for the cotton, a limited amount of
which will be bought.
Only one hale will be bought from
any one farmer, and the farmer sell
ing the cotton must be one who Is ab
solutely compelled to sell, not a mao
who Is in position to hold his cotton
for better prices. The cotton bought
must bo rated middling and bales must
average 600 pounds.
Already the club has begun oper
ation and several bales have been
bought.
The Aiken "Buy-a-Bale" club disap
proves of those who buy through It
storing their cotton In the warehouses,
here or elsewhere, for the reason that
cotton in warehouses, even though it
is placed there with Instructions to
hold indefinitely. Is regarded by the
consumer as "cotton In sight," an!
speculators figure on It, It Is preferred
that the Individual members haul
their bales home, store it under Im
provised sheds or in barns —keep it out
of the warehouses.
While this club has been organized
and there is a concerted movement
now on, cotton is bought through the
club for Individuals, and there Is no
element of speculation In the arrange
ment, else Instead of paying 10 cents.
It would be a comparatively easy mat
ter to buy all the cotton the club can
handle with Its present limited funds
at the present market price of two to
three cents a pound less Bach mem
ber of the club pledged himself to hold
the cotton bought while the farmers
are holding theirs Her the return of
normal conditions and with them, bet
ter cotton prices It Is believed, how
ever, that every member of the club
will profit—that the monei( Invested
In cotton will pay more In the long
run than money kept In the saving*
banka.
The club is growing in membership
and already It is helping to relieve the
situation. It is giving the small farm,
or to understand once and for alt thaf
the town people appreciate hie posl
tton and his needs and that valuing
the farmer as the backbone of the
country, they an' doing all that is la
tllclr power to help.
