further improvement of the cotton crop
and it is now reported in good condition
in practically all sections,” says the
weekly review of the weather bureau
today. “The bolls are opening in near
ly all districts and picking is progressing
in the central and southern portions.
Some further local damage by weevil and
shedding is reported. Late crops In this
district continue promising but rain is
needed in some of the more eastern
sections.
“Over the Atlantic coast districts from
Virginia northward ideal weather pre
vailed and late crops made good pro
gress. except in * irginia where con
tinued lack of rain caused all vegetation
to remain at a standstill.”

commerce commission today granted to
southeastern railroads an extension of
time until April Ist, 1915, to meet its
order for readjustment of class com
modity rates from eastern cities, Ohio
river crossings and New Orleans to
South Atlantic and Gulf ports.
UNANIMOUS FOR WAR.
Toklo, 11:15 a. m.—The Japanese diet
today adopted the war program of the
Japanese government. it provides for
a war appropriation of 53,000,000 yen
(about $26,500,000.) The vote was unani
mous.
BARS SCHOOL WAR TALK.
Philadelphia.—To insure neutrality
in the school rooms of this city, Wm.
C. Jacobs, acting superintendent of
schools, today placed a ban on all dis
cussions of war topics during school
hours. History and geography of Eu
ropean nations involved in the con
flict is to be passed over and the
hundreds of teachers returning from
vacations abroad will not be permit
ted to relate their experiences to the
children.

London, 4:25 a. m.—The Express
says the resignation of Emperor Wil
liam as admiral of the British fleet
does not appear to have reached the
authorities in London. The September
navy list still includes his name
among the honorary officers.

managing editor of the Havas News
