Washington. Agricultural colleges
are facing the most significent piece
of educational work any nation has
ever undertaken in making demonstra
tions on the farm under the federal
Smith-Lever law, according to the
statement of Secretary of Agriculture
Houston today at the opening of th»
annual convention of the Association
of American Agricultural Colleges and
Eyperimeftt Stations. The task of the
department of agriculture in furnish
ing machinery for the operation of the
law is ended, the secretary said, and
the success of the plan now rests with
the state colleges.
The secretary urged the centraliza
tion of the demonstration work in
one head within the state and empha
sized the increasing necessity for bet
ter rural economics.

King George Opens Session To
day That Will Be Devoted

flict.
London, 9:15 a. m. —King George
opened today what probably will prove
to be a purely war session of parlia
ment. Kj controversial political ques
tion will be deliberated, but this does
not mean that entire harmony will
prevail, for the cabinet ministers will
be asked some pertinent and uncom
iortabie questions about their conduct
of various phases of the war.
Tim labor party leaders are especial
ly primed with questions in regard to
pay for the soldiers, allowances for
their dependents and pensions, but
criticisms of the government by the
opposition probably will be restrained.

Mr. Wilson Says Democrats
Still in Control. Believes in
Action Rather Than Talk.
Washington.—Commenting on last
week's elections, President Wilson to
day said he was more Interested in
action than in talk and declared he
hoped his best comrrffent would be the
actions of the administration during
the next two years.
The president added that the demo
crats were still in control of the gov
ernment and that was the main fact
to be seen in the results.

terrupted the cabinet meeting today
at noon to touch a button opening the
celebration marking the completion of
a deep water channel at Houston,
Texas.
The cabinet meeting today was the

Turkish Subjects Within Her
Borders As “True Friends.”
Paris. —A dispatch from Bordeaux to
the Havas agency, dated November 9,
says that a formal declaration of war
signed by the five allies was issued
Monday against Turkey.
The French declaration Is remark
able. After mentioning the Black sea
episode as the direct cause of war, <t
says that since Turkish warships,
commanded by German officers, with
out due cause, had bombarded Russian
ports, a state of war existed between
Turkey on the one hand and the five
allies on the other. It then continues:
"It Is not the French republic's In
tention ever to forget the cordial
friendship which for many centuries
has linked France with the Ottoman
empire. In view of this fact It will
not consider the many Turkish sub
jects at present residing within the
French borders as hostile enemies, but
In the light of true friends."

Washington.-Former Speaker Can

March, may he assigned to the appro
priations committee, of which he was
chairman for many years. Officials
at the capital today, discussing the
personnel of the next congress, said It
was possible the veteran legislator
would be made the ranking minority
member of the committee. Chairman
Fitzgerald and most of the other mem
bers of the committee have been re
elected. ,

army has already volunteered for serv

Compulsory service in any form, un
less Invasion were at hand, could not
be proposed without splitting the cabi
net, and the war will have to take a
decidedly unfavorable turn before this
plan arrives at the stage of practical
politics.
In reference to espionage, the gov
ernment will certainly be urged to take
more stringent measures, and to do so
regardless of any person's position or
standing.

6:40 a. m. Crown Prince Rupprecht
of Bavaria, has addressed a. general
order to his army containing the fol
lowing passage:
"Soldiers The eyes of the whole
world rest upon you. Our present task

weakening and already numerous of
ficers and privates of the enemy have
voluntarily surrendered but the great
decisive blow remains to tie struck.

The governor of the province of
Brandenburg publicly calls attention
to the fai t that .certain persons are
trying to buy German gold foie export,

to the patriotism of the people to give
no assistance to such efforts and ad

turning over "these agents of foreign
