Wilson Declares
Belgium Secures
Place In World
Pari*—President Wilson and his
party arrived here this morning a\
tJ o'clock after a two day trip to
Brussels and the war zone in Bel
gium. There was no formal recep
tion and Mr. Wilson drove immedi
ately to the Paris “White House."
*he president expressed his enjoy
ment and Interest ir» the trip he had
taken.
In his address berore thp Belgian
chamber of deputies yesterday J'res
ld«nt Wilson said in part
“The enemy committed many out
rages in this war. gentlemen, but the
Initial outrage was the fundamental
outrage of all. They, with that In
solsnt Indifference, violated the sac
redness of treaties They showed
that they did not care for the honor
of any pledge. They showed that
they did not care for the independ
ency of any nation, whether it had
raised its hand against them or not;
that they were ruthless in their de
termination to have their whim at
their pleasure. Therefore, It was
the violation of Belgium that awak
ened the world to the realization of
the character of the struggle
“A very interesting thing came out
of that struggle, which seems almost
like an Illogical consequence. One
of the first things that the repre
sentative of Belgium said to mo
after the war began was that they
did not want their neutrality guar
anteed. They did not war* any neu
trality. They wanted equality, not
because, as I understood them, their
neutrality was Insecure, but because
their neutrality put them upon a dif
ferent basis of action from other
peoples In their natural and proper
pride they desired to occupy a place
that was not exceptional, but In the
ranks of free peoples under all gov
ernments
“I honored this instinct in them,
and it was for that reason that the
first time I had occasion to speak
of what the war might accomplish
for Belgium, I spoke of her winning
n place of equality among the na
tions. So, Belgium has. so to say,
once more come into her own through
this deep valley of suffering through
which she has gone
“Not only that, but her cause has
linked the governments of the civil
ized world togther They heave real
ized their common duty. They have
drawn together as if instinctively
into a league of right. They have
put the. whole power of organized
manhood behind this conception of
Justice, which is common to man
kind
“That Is the significance, gentle
men. of the league of nations The
league of nations w-as an Inevitable
consequence of this war. It is a
league of rights and no thoughtful
statesman wno let his thought run
Into the future, could wish for a mo
ment to slacken those bonds His
first thought would he to strengthen
them and to perpetuate this combi
nation of great governments of the
world for the maintenance of just
ice
The league of nations is the child
of this great war for it is the expres
sion of those permanent resolutions
which grew out of temporary neces
sities of this great struggle and any
nation which declines to adhere to
tills covenant deliberately turns
away from the most telling appeal
that has ever been made to Its con
science and to Its manhood
“The nation that wishes to use
the league of nations for its conven
ience and not for the service of the
n-st of tfcO world. doHbOTAtly
chooses to turn batk to those bnd
days of Itself and not of its neigh
bors. thought of its rights and for
got its duties; thought of its power
and overlooked Its responsibility.
“Those had days. I hope, are gone,
and the great moral power backed, if
need be. by the great physical power
of the civilized nations of the world,
will now stand firm for th! main
tenance of the fine partnership
which we have thus Inaugurated.
“It cannot be otherwise Perhaps
the conscience of some chancelleries
was asleep, and the outrage of Ger
many awakened it You cannot sec
one great nation violate every prin
ciple of right without beginning to
know what the principles of right
are and to love them, to despise
those who violate them and to form
thi firm reeolvi that mush a viola
tion shall now be punished and in the
future be prevented

restore their life. Their thought*
