An Ordinance.
To Provide for the . reation of a
Flood Commission, to Define Its
Powers, Duties and Membership
to Cary an Appropriation to De
fray the Expenses of the Same,
and for Other Purposes.
The City Council of Augusta hereby
ordains;
Section 1. That the City Council of
Augusta does- hereby create a com
mission with full power, duty and au
thority to investigate by itself, or by
competent engineers, agents and em
ployes, the causes of flood conditions
in the City of Augusta and County of
Richmond, and to devise and report
to Council, as soon as practicable,
suitable and appropriate measures for
he protection of said City and County
from floods and freshets.
Sec. 2. That said Commission shall
he composed of eleven members, to
v. it: Five members to be appointed
by the Mayor from the community at
largo; trie Mayor, the City Attorney,!
the Commissioner of Public Works,]
and three members of Council, to b«
appointed by the Mayor.
See. 3. That the Mayor, City At- i
torney and Commissioner, and three
Councllmanic members shall hold as
ex-officio, and upon the expiration of
their terms of office their membership
upon the commission shall cease as
soon as their successors in office
shall have been chosen; and, upon the
expiration of the terms of the said
Councilmanic members, the Mayor
shali fill the vacancies thereby created
from Council; and the five members
at large shall hold during the life of j
said Commission.
Sec. 4. That upon the death or
resignation of any member of said .
Commission, the Mayor shall have au- j
thority, and it shall be his duty, to 1
appoiV a successor to fill the va
cancy.
Sec. 5. That the sum of Five Thou- 1
sand Dollars, or so much thereof as j
may be necessary, is hereby appropri
ated to the use of said Commission, to
be expended in its discretion, to carry
out the purposes of this ordinance.

I Whereas, the General Assembly, at it?
; session in 190 S, proposed an amendrnen. ;
♦o the Constitution of this state, as foi-
I lows;
i Section 1. Be it enacted by the Gen
eral Assembly of Georgia, and it is her.-
by enacted by authority of the same,
that paragraph 1. section 1, article • ol
the Constitution of this State, be and
the same is hereby amended by adding
at the end of said paragraph the foi- j
lowing: To make provision for the
payment of pensions of any ex-Confod
erate soldier, now resident of this state,
who enlisted in ♦h* military service ot
j this state, or who enlisted in the mih
i tary service of the Confederate States,;
I during the civil war between the states
■of th* United States, and who perform-,
led aetual military service in the armies
of tiie Confederate states, or the or-'
; ginized militia of this state and was
honorably discharged therefrom, and to
| widows, now resident of tills state, of
ex-Confederate soldiers who enlisted in
'the military ■ service of the Confederate
'states, and who performed actual mili-
I tary service in the armies of the Con- j
federate states, or in the organised mili
tia of this state, who died in said mill- j
tary service. or was honorably dU
chared therefrom; provided that no per-!
son shall be entitled to the provisions
of this Constitutional amendment, the'
total value of whose property of every •
description, including money and chose* I
|in action, shall exceed fifteen hundred '
! dollars, and provided further that only j
; those widows who \ver« married to shen •
oitliers or ex-soldier* previous to the I

visions of this Constitutional amend |

number, and which must be delivered
there by 12:00 M. o’clock of October

The polls wili be open at the Court
House from 7:00 a. m. to 6p. m. The
polls at the various wards in the City
of Augusta will be kept open from
7:00 o'clock a. m. until 6:00 o'clock
p m., and at all precincts outside of
the City of Augusta from 8:00 a. m.
