LONDON.—Turkey is not inclined
towards war with Bulgaria, and It is
believed she will call a conference of
the powers to consider the matter of
Bulgaria's proclamation of independ
ence. Indications from other capi
tals of Europe are that the powers
will intervene to prevent hostilities
In the near East. All the chancel
lories of Europe are busy Monday
with efforts to discover a modus Vi
vendi which will result in the main'
tenance of peace.
United States Looking On.
WASHINGTON. —The position of
the American government in regard
to the acute situation In the Balkans
Is largely that of a looker-on. It is
a situation, the officials say, with
which the signatories of the treaty of
Berlin have to do. The United Stittes
does not tolerate the Interference of
European governments with Amer
ican affairs and this government nor
being a signatory to the Berlin treaty,
has no voice In the complications or
developments which may arise out oT
the carrying Into effect or breaking
of that convention.
France as Mediator.
PARIS. —The situation is consider
ed most grave. The proclamation of
independence of Bulgaria actually has
been made, and it probably would be
useless to attempt to Induce Prince
Ferdinand to withdraw It.
It is known that the Bulgarian cav
alry is mobilizing on the frontier, and
Prince Ferdinand is determined to
stick to his auns.
France has decided to enact the role
of mediator with the object of pre
venting a war between Turkey and
Bulgaria.
The foreign minister at Pichon al
ready had begun a series of confer
ences with tuo diplomatic representa
tives of the powers with an idea of
reaching an understanding, the pur
pose of which should be the mainte
nance of peace, when the official news
of Prince r erdinand’s proclamation
at Tirnovo arrived.
The foreign minister conferred
Monday morning with the Russian
minister of foreign affairs and the
turkish ambassador.

CONSTANTINOPLE. Turkey is
convinced that Auatrla, backed by
Germany, encouraged Bulgaria lo de
clare her independence In order to
strike a blow at the Kaimil ministry
and compromise the new constitution.
Advice* obtained In an authorita
tive quarter of Sofia are to the ef
fect taat only some of the powers sup
ported the British proposal for a set
tlement of the railroad question. This
want of unanimity among the powers
encourages Bulgaria to persist In her
present altitude.

BERLIN- News was received at the
foreign office Sunday night that Tur
key had been Informed that Bulgaria
was determined to proclaim her tnde
pendenre at Ttrnovo, on Monday.
The Associated Press is authorised
to slate that Germany associates her
se.f with the mediatory proposals sub
mltted by Great Britain to the Turk
ish and Bulgarian governments.
It is re ognlzed officially that the
Bulgarian proclamation gravely com
j plicate* the situation.

4. Said Company to have power,

secure the same by mortgage or other
form of security; with further author
ity to buy, sell, rent, lease or other
wise hold real estate and personal
property needful, useful or necessary
in the conduct of the busines.
5. The Company have power, through
Its stockholders, to make rules and
by-laws for the government of the
Company, and to conduot the business
of the company through such officers
having such powers, terms of office
and salaries as may be designated in
said jy laws.
6. The object of the Company is
pecuniary gain and profit to its stock
holders. The particular business pro
posed to be conducted to be the main
tenance and operation of a hospital
or sanitarium for the care and treat
ment of all classes of sickness, injur
ies and diseases, including surgical
operations, laboratory aDd analytical
work of all kinds; with authority to
conduct, in connection with said
hospital, a training school, for the
trainging and education of nurses
and with authority to issue
to such nurses as shall complete the
prescribed course, diplomas or certifi
cates of graduation; and with author
ity to generally do and perform all
things necessary, needful, oustomary
or desirable in connection with hos
pitals or private sanitariums.
7. Petitioners pray that there be no
personal liability on any stockholder
except to the amount of unpaid stock
subscriptions.
Wherefore, they pray that they be
made a body corporation under the
name aforesaid, with the rights and
powers above set forth.

The City Council of Augusta hereby
ordains;
Section 1 That the City Council of
Augusta does hereby create a com
mission with full power, duty and au
thority to lnveatigate by Itself, or by
competent engineers, agents ar.d em
ployes. the causes of flood conditions
In the City of Augusta and County of
Richmond, and to devise and report
to Council, as soon as practicable,
suitable and appropriate measures for
the protection of said City and County
from floods and freshen,
i See. 2. That said Commission shall

by the Mayor from the community at
large; the Mayor, the City Attorney,
the Commissioner of Public Work*,

ex-officio, and upon the expiration of
their terms of office their membership
upon the commission shall cease as
soon as 'heir successor* In office
shall have been chosen; and, upon the
expiration of the terms of the said
Councllmanic members, the Mayor

from Council; and the five members

said Commission.
Sec 4 That upon the death or
resignation of anv member of said
Commission the Mayor shall have au
