LOCAL SCHOOL BILL.

Mr. Editor: I seo that a notice has been
published in your paper, giving notice that a
Local Bill will bo introduced it the prosent
seaaion of the General Assembly, entitled an
act to require the Ordinary to levy a tax up
on the taxable property of such a per cent ns
wilt raise a fund sufficient to run a public
echoot (whanadded to the State school fund)
for the term of six months each year. Snch
a measure met with my hearty approval. But
a* I conceive there is an insurmountable
difficulty in the way of passing such a bill.
Art. 8 sec. 4 par. 1 of the Constitution seems
to confer the power to pass such a law open
tho General Assembly only upon the recom
mendation of two Grand Juries. Unless wo
can find some means to avoid tho above men
tioned constitutional provision, I fear wc
cannot succeed. 1 write this in order that
tho friend* of tho measure may investigate
