The Inauguration will be a grand
affair on the fourth of March next,
if the efforts of citizens, regardless
of party prer.ileetions,can make it
bo, The tickets will most likely
be fixed at the price of $5. each.
It may now be consinered settled
that the inaugural ball is to be held
in the great court of the Pension
building. Thi3 is certainly the
place*for it. The court is capac
ious, oonvienieut, surcepfible of in
finite adornment. Its adaptability
to the requirements of a grand na
tional'ball and reception wore ad
mirably tested tor yeors ago.
Triumphal arches’/will be thrown
across the street on the line of
march at varions intervals, and an
effort is being made to have the
whole affair reflect credit upon the
city of Washington.
PENSION STATISTICS.
During the fiscal year ending
June dO, 1388, there were 60,152
new lumos'Taddcd to the roils,
which is the largest annual in
crease in the history of the bureau
«—npikiug a total of 462,557 n
doners, There was a total of $7B,
775,702 paid in pensions during the
year, the disbursement of whicd
cost $3,262,524 —less than 4 per
cent, of th pensions paid. 4he
amount paid out in pensions equal
ed 31 per cent of the entire outlay
of Government expenses.
The total number of special acts
from 1861 to 1885 equal • 2,001 and
from 1885 to June 30 1888 ( during
the present administration( 1,306
—total 3,370. One hundred and
ninety one special acts were vetoed
by the President and 1,369 signed,
The drift of sentiment seems to
be that Ben Butterworth will be the
next Speaker of the House, or,
should Sherman become Secretary
of the State, the next Ohio Senator,
when, most likely, McKinley would
become Speaker. The chances are
that Butterworth can occupy either
place that suits him best - He has
made a reputation for sagacity and
political acumen that cannot be ex
celled, He lias many friends in
all quarters and no enimies. While
he lights with a lance that thrusts
homo in encounter, he never takes
the adversary unawares or makes
any cowardly thrusts. Ilis promo
tion will reflect credit upon the
Republican party.

Mr, Tatum being assured that a
county court for this county
would meet with tho approval
of a majority of his constituents
and he being wise enough to forsee
the econemy of the measure will
introduce and pass a.bill creating
said court. As far as we can learn
the synopsis of the bill defining
the powers and operatiens of the
court will be as follows :
A Judge and County Solicitor or
Attorney, to he appointed by the
nGovernor by consent of the Senate
for a term of two years, their fees
to be fixed by the local bill and in
no case to receive a salary. A
bailiff for the court, to be appoint
ed, whose fees will be fixed by the
bill. The juiisdiction of the court
will be over all criminal cases less
than a felony, and in civil cases
when the principle amount involv
ed does not exceed SSOO.
All cases to be tried before tse
county Judge and without a jury
except in criminal cases when the
defendant desires a jury, then
twelve jurymen will be drawn’ to
try the case. A defendant may
wave an indictment and trial be
fore a jury and be tried before the
Judge alone who could try and
dispose of such a case at once. Ail
cases may go to the Superior
Court by certiorari but not by ap
peal. The court will meet monthly
four of which terms will be' quart
esly terms; and to be devoted to
the trial of criminal cases and to
such civil cases in which the
amount involved will exceed one
hundred dollars. When a defend
ent charged with a misdemeanor
does not waive indictment he will
bo bound over to the Superior
court and upon the finding of
a bill, it will be returned to the
county court for a trial, by this
moans all those minor offences will
be tried in an inox; ensive ourt and
save the county hundreds of dollars
We think the above correctly ex
plains what the county court will
be, and bow any same man could
offer a reasonable objection we are

poor business. An innocent man

mitted and to-morrow the criminal

Well a county court is dot a coun
ty court every time, for this is en
tirely a different thmg from the
one we once had back in old inaian
times that was a failure —this will
be a success.
