Chicago, April 6.—A Key
West special to the Chronicle
says :
“Captain Sampson and the
council of officers on board the
New York have completed their
plan of a naval campaign against
Havana. It is being printed and
will be given to each command
ing officer in the fleet.
“Th s campaign will call for
the use of the three monitors and
the battleships lowa and Indiana
with the flagship New York.
“Immediately on the an
nouncement of a declaration of
war the fleet will proceed to
Havana, accompanied by torpe
do boats and one or two of the
cruisers for scout and dispatch
work.
“The three monitors will
form the first line of battle, the
cruiser New York, just behind,
and the lowa and Indiana flank
ing her.
“The city and coast batteries
will be attacked trom the vest,
and as no one battery projects
another until Morro Castle and
the Cabanas are reached, the
work of quieting the guns in the
coast batteries to the west should
be speedily accompli-bed.
“The batteries to the east will
hen be attacked and destroyed,
and, as they pre equally unpro
tected, the fliet will have but
slight difficultly.
“Finally Muiro Castle and La
Cabanas fortress will he attacked
“In the meanwhile landing par
ties will have gone ashore, both
east and west of the city, and the
work of investing the town will
be bt-guu. The cruisers and the
flying squadron will be assembled
along the Cuban and South Flor
ida coast to announce the arrival
of the enemy’s fleet, and to in
ercept it and prevent a near ap
proach to the American coast.”
He was asked about the electric
lights on otner ships in the har
bor and said hat there were such
lights on the Spanish ship Alphon
so Nil, that these were not put
out by the fr rce of the explosion
if the Maine. The purport of this
, onion of the testimony was that
if the mine had been fired
by electricity taken from the city
system of electric lighting the
connection would naturally have
been with that part of the system
in that portion of the city where
the lights went out.
Captain Sigsb.e left no doubtin
he minds of the members of the
house committee of his belief that
his ship was destroyed by a mine,
not a floating torpedo: that the
mine could have been placed where
it was by the authority of the
officials of the Spanish govern
ment, and that it could only have
been fired by one of these officials
or s< me one representative for
whose conduct this official and his
government is responsible and
should be so held.

arrived in the city over the
Southern at 4:45 this afternoon.
Col. Wylie, for such is the
rank of this most genial gentle
man, he being commander of
the 2nd Reg. Ga. Vols., will in
spect Rome Commandery
Knights Templar tonight.
Col. Wylie lives at Macon. He
hasahost of friends in Re me

his stay in this city will be brief
and will be largely taken with the
duties of the high office he hold?,
he will be made to enj >y every
moment spent in the Hill City.
He will find Rome Commandery,
No. 8 the fourth Commandery
in the sta’e, in print of municii al
strength, while from all other
stand points’he will discover it be
longs to the first rank.
The Rome Commandery will
show a rank and file strength of
ovei 80 among the best citizens
of the city and section.
