American alliance have already
been taken. How far these nego
tiations, if they can be , called
that, have proceeded, it is not
e asy to ascertain, for, naturally,
strict secrecy is maintained, but
my information is that the pre
liminary suggestions hr ve been
made and that the subject of
such an alliance is practically
before the two governments in
some shape.

Julian Pauncefote to the state
department have not, it seems,
had reference altogether to the
Canadian negotiations.

all the territory taken from
Spain in the present war and
