here yesterday. He says a reign

Capital. Capt.-Gen. Blanco has
issued a proclamation announc
ing that anyone daring to ex
press an unfavorable opinion of,
or suspected of being dissatisfied
with the present policy of the
government, will be summarily
shot without trial or investiga
tion
This proclamation, it appears,
caused dissatisfaction among
die members of the orden publi
co, or police force, of Havana,
who threatened to revolt if full
rations were not served out to
them. Serious trouble was ex
pected, as the orden publico is a
numerous and well armed body
of men. Hie result is that today
the orden publico patrols the
city and its members are them
selves p diced, Spanish infan
try and artillery soldiers mount
ing guard over them at eveiy
corner.
EAMINE IS EMINENT.
Famine, it seems, is emi
nent, and the stories of the ar
rival of supplies at Havana via
Batabano are pronounced to be
untrue. The informant of the
Associated Press thinks Havana
cannot possibly hold out six
weeks longer.
The city is oronounced to be
panic-strirken, its inhabitants
expecting every moment to be
bombarded by the .American
Heet, as they realize that Capt.-
Gen. Blanco’s attitude releases
the United States from the obli
gation of giving the customary
bombardment notice.
Biots are daily expected at
Havana, as the troops are suffer
ing from hunger and the volun
teers are seeing their wives and
children dying of want. Under
such conditions the captain-gen
eral cannot much longer keep
th'j military forces in check and
as reb Ilion is likely to devas
tate Havana before the city is
captured bv the Americans.
Bapt.-Gen. Blanco admits that

Great Crowds Cheered The De
parting Soldiers.
San Ftaucisco, June 28 —Anoth-
er fleet of transports has sailed
out through the Golden Gate to
the broad Pacific. This afternoon
the third fleet of vessels loaded
with soldiers and supplies for the
Philippines hoisted anchor and
amid the screeching of a hundred
whistles and the clanging of bells
and the booming of cannon pro
ceeded down the bay toward the
ocean ana by night will be on their
way to the Philippines The or>-
ders to get under way were issued
shortly after noon, but it was
nearly 2:80 o’clock before the
anchors of the transports were
hoisted and the propellers set in
motion.
The first movement of the ves*
seis comprising ‘he fleet was the
signal for the crowds which had
gathered along the docks to com
mence cheering the departing sol
diers and for the steam whistles
along the city front to scream
their good-byes to the ships and
men who are going to Manila to
protect the interests of their coun
try and to jpread the doctrine of
freedom on the other side of the
world. Tug boats, yachts, small
bay craft of all kinds, hovered
arouad the big steamers and some
went cluse enough to permit their
passengers throwing oranges and
utner tnings to the soldiers gather
ed on the decks of the iransports.
The scenes on the transports was
a thrilling one, the men were
perched in the rigging like so
many insects, and handkerchiefs
and flags waved and fluttered from
every port hole and spar. As the
vessels proceeded slow ly down the
bay the noisy demonstrations ot
the people on l he shore became
more pronounced and increased
until the din was awful and added
to the noise of whistles and bells
and the booming of many cannons
from the batteries at Fort Mason.
The ships which left today car
ried about 4,000 men under com
mand of Gen Arthur McArthur,
who has made the steamer Indiana
his "flagship. Ihe City of Para, the
Ohio and the Morgan City weie
the other vessels to sail with the
Indiana.
The steamer Valencia was not
ready today and will probably sail
with the steamer Newport on
Wednesday. GeiK Merritt and b s
stall will proceed to the islands
in the Newport, which has bear,
especially prepared for the service.

It is said that as a result of
the energetic protests of the En
glishmen to the British foreign
oflice and to the governor of Ja
maica, the Talbot will shortly
return to Havana with Mr. Gol
lan’s successor.

Atlanta, Ga., Juno 28. —Be-
cause the soldier with whom she
was infatuated had to go to war,
a young woman of the half
world killed herself yesterday
morning by swallowing mor
phine.
The woman's name was Mary
Kleins but she went by the name
of •‘Charley Johnson.”
A few weeks ago when the
soldiers first came to Fort Mc-
Pherson from Chicamauga a
fine looking young man named
Walter K. Beversley culled to
see Mary Klein and the girl be
came infatuated with him.
Sunday night Beversley visit
ed the house in which sjie lived
on Thompson street and he told
her that lie would leave the fort
for Tampa on Sunday. After he
had left the house Mary told her
female associates that she-in
tended to kill herself, as life
without Walter was not worth
living. T hey paid no attention to
her, as threats of suicide are not
infrequent among that class of
unfortunates.
Yesterday morning she was
fund lying across the bed in her
room in an unconscious condi
tion, and an empty vial labeled
morphine told them that she Lad
carried out her threat of self
destruction.
lu the ambulance she was
taken to the Grady hospital and
there she died shortly after
reaching the place.
The w man was young and
pretty. She has relatives living
near Atlanta wlio will bury the
body.
SHOT A NEGRO GIRL.
Augusta, Ga June 28 —I'onighl
as a young negro man and gir
were crossing the north Augusta
bridge some small boys threw at
them whereupon the young buck
pulled a pistol and fired at the
boys. The bullet struch a littte
negro girl. Susie Carter, in the
chin and lodged in her neck, mak
ing a serious wound. The negro
who did the shooting ran across
ihe bridge to South Carolina and
has not yet been identified or ap>-
prehended
TRAGIC SUICIDE
Young Woman Os Cleveland
Ohio, Bunrs Herself To Death.
Cleveland, 0., June 28.—A urns'
desperate and tragic suicide was
committed today by Mias Anna
Forrester, of No. G7 Hamm street
a handsome young woman aged
23, at a summer resort near here.
The young woman entered a bum
carrying a can of coal oil. A
moments later the building was
ablaze and Anna Forrester wa
seen kneeling m the flames, ap
parently praying *fhat her life
might be taken away . The crowds
of farmers and their wives and
daughters who witnessed the death
agony of the woman endeavored
in vain to save her. Miss Forres
ter was engaged to be married.
