assistant attorney general has
come forward with an opinion
that it was clearly the intent of
the law that the express compa
nies should pay the war tax on
shipments of packages. In other
words, that it was the intent of
the law that corporations should
pay the tax imposed upon them
instead of shifting it off upon
their patrons, says the Albany
Herald.

result of Col. Candler’s speech
at Fianklin, “Many Populists
