Are Drawn And Signed-
Madrid, Aug. G.—Spain’s re
ply to the United States has been
completed. It accepts the Amer
ican peace conditions.
The reply will be submitted
to the Queen Regent and Sagas
ta’s ministry will ratify it this
afternoon, whereupon it will be
sent immediately to the United
States government, through the
French ambassador at Washing
ton.
If the Madrid dispatches are
fully realized by acceptance of
the American terms, then the
authorities say that nothing re
mains but the routine of con
cluding formalities of peace. In
some quarters apprehension is
expression as to the word “ac
ceptance .”
It is pointed out that if the
aoceptance is simply an affirma
tive on all the American peace
terms every chance for delay or
negotiations is at an end. But if
the acceptance is qualified in
any way by a condition that
certain privileges be granted or
rights conceded, then there is
still the possibility of further
discussion.
The Madrid advices are so un
qualified in stating that the
American terms are accepted
that there seems to be little
chance Spain will attach any
conditions to bei acceptance,
and yet only the answer itself,
final, unconditional and conclu
sive can make it clear that the
last chance of controversy is re
moved.
There will be little surprise
here if the culmination of the
peace arrangement brings about
a change in the Spanish cabinet
not so much by a crisis as by a
concerted movement among the
leaders to institute a cabinet
representing all elements, in
cluding the army, cap ble of
taking the responsibility before
the country of acceptance of the
American terms.
Tne president did not modify
the original peace terms in the
least, and the acceptance by
Spain must be on the following
basis, the synopsis of die terms
being officially stated by Presi
dent "McKinley.
“The president does not now
put forward any claim for pe
cuniary indemnity, but requites
the relinquishment of all claim
of sovereignty over or title to
the island of Cuba, as well as
the immediate evacuation by
Spain of the island ; the cession
to the United States and imme
diate evacuation of Porto Rico
and other islands under Spanish
sovereignty in the West Indies,
and the like cession of an island
in the Ladrones. The United
Statss will occupy and hold the
city, bay and harbar of Manila,
pending the conclusion of a
treaty of peace which shall de
termine the control, disposition
and government of the Philip
pines.”

armistice will be declared, in all
probability, bv Tuesday and the
proclamation promulgated, Ihe

say that it will in no way inter
fere with the plans to garrison
and occupy Cuba, but that those
troops ordered to Porto Rico
which are not actually on their
way when the proclamation is
issued will not be permitted to
proceed, as there are sufficient
troops there now to garrison the
island. Those regiments which
are partially embarked w 11 be
allowed to proceed.
The administration is hourly
expecting a visit from Ambassa
dor Cainbon. It is known that
he has been informed of Spain’s
reply and that it contains the
full acceptance of the president’s
terra of peace.
As soon as the armistice is
declared the armistice at Ha
vana will be partially lifted,
sufficient to allow food supplies
to reach the island. In all other
respects it will be maintained.
The question as to using the
Spanish soldiers to police the
island is causing trouble, as it
is feared that they could not be
trusted, but will pillage the peo
ple. feeling no sense of respon
sibility in their work.
The president is determined
if possible to keep our
out of Havana until fall, au

Washington, Aug. 6.—ln
spite of the protests which are
being from the Southern
states, the immune regiments
will be sent to do garrison work
at Santiago de Cuba and take
the place of the troops being
brought back, to this country.
Not only have protests come
from Georgia through Senator
Bacon and Gov. Atkinson and
others of that state, but similar
protestshave been received fiom
all states where immune regi
ments have been raised. General
Corbin said this morning that
the program of the war depart
ment could not and would not
be changed on account of these
protests.

Washington, Aug. 6.—There
is a report in official circles that
orders have already been sent to
Major General Lee, at Jackson
v” 1 , to prepare his forces for an
( -<y move to Havana. It is the

posted ones that Gen. Lee will,
after the occupation of Cuba, be
appointed military governor. It
is expected that Col. William J.
Bryan’s regiment will go to Cu
ba with Lee.

Ga.. and five immune regiments
from Columbus, Miss., to Savan
nah. Ga., from which poin they
will start for Santiago Sunday or
Monday. The Tenth Immune R’gi
naent, now at New Orleans, has
been ordered to Tampa and will
be shipped as soon as possible.
Two regiments of immunes are al
ready at Santiago.
