Madrid, Aug. 25.—At a long
and excited cabinet council last
night it was decided to instruct
Capt. Gen. Blanco to resume an
offensive attitude against the
insurgents in Cuba, in view of
their continuous attacks upon
Spaniards in all parts of the is
land.

Admiral Tastor y Landero as
one of the Spanish commission
ers for Cuba. The council agreed
that the suspension of the con
stisutional gurantees cannot be
applicable to electoral purposes.

—Admiral Sampson before re
turning to New York to see his
family today expressed approval
of the following interview pub
lished in a local paper :
“I was very favorably im
pressed wilh the Cubans,” said
ndmiral Sampson. ‘‘Gt n. Gar
cia is a grand old man and* 1
learned to admire him during
my short stay before Santiago. 1
think it very natural that he
should withdraw his me i-v. hen
it seems that he was not invited,
to witness the surrender of San
tiago. It has been asserted that
he was invited by Gen. Shafter.
As to that Ido not know. He
said himself that he was not,
and under the circumstances ii
was appropriate that he should
be invited."
New’ York, Aug. 25. Briga
dier General Joaquin Castillo,
who accompanied Gen. Shafter
to Cuba as a representative of
the Cuban army and the Cuban
civil government, has just re
turned to this city. He said :
‘'Before the American forces
landed Gen. Shafter and Admir
al Sampson met Gen. Garcia at
Aserraderos for a conference at
which I was present. Gen. Shaf
ter there, of his own accord,
promised Garcia that on the
surrender of the city it would
be turned over to him.”

ed Press learns that the Philippine

patch from Manila yesterday an
nouncing that matters th.re are
rapidly quieting down, and that
the friction between Gen. Aguinal

Gen. Merritt and Gen. Anderson
as martinets, and feared that they
would adopt harsh methods, like

now in London, the Filipuos in

United States. So strong is their
conviction of the desirability of
this course that they hud contem
plated approaching the British
Foreign Officer to invite Great Bri
tain Intervene and in any event to
prevent the islands being returned
to the control of Spain .They de
cided however, to await American
action. •

replied:

candy,” and told me to out them
