fJayor John J. Seay Says The
Division.
WILL BE MADE TOMORROW
And Then Rome Will Know For
. Certain About Troops.
Mayor John J. Seay telephoned,
from Atlanta this afternoon stat
ing that the Adjutant General’s
office cf the Department of the
Gu f will not make a division of
the troops until tomorrow.
Mayor Seay is very sanguine of
results and is in Atlanta backing
Rome’s c'aims and emphasizing her
splendid advantages as a camp
site.
It is also known that Major
Porter an 1 Capt. Homer, who
inspected the proposed site for
the camp at Rome,are enthusias
tic in their recommendation of
the camp in North Rome, and as
they are officers of the Missis
sippi regiments that are to be
moved into Georgia, and espec
ially as they were detailed to
make the selection of a winter
camp, what they recommend
will have great weight with the
department officials.
Capt. Seay will probably arrive
heme this evening, but will in
all probability return to Atlanta
tomorrow. Rome is putting up
a game fight, and it looks like
Rome is going to win out .

Commodore Watson’s Opinion
of The Spaniards.
San Francisco, Oct. 11.—Com
modore Watson, who recently ar
rived from the East, in an inter
view here this morning, spoke
freely of the trying blccading la
bors on the Cuban coast.
Speaking of the men under his
command, he said the most of
them were practically green hands,
and yet, in an incredibly short
space of time, they learned their
duty and conducted themselves
like old and tried seamen.
As to Cervera, he said: “I can
not understand so-called Spanish
honor. My fleet was composed of
converted yachts, small gunboats
and a motley collection of craft.
Cervera knew of it. and yet he
failed to attack me. I think it
rank cowardice. However, through
out the war, the Spaniards seldom
failed to display their particular
perfection along these lines.” •
It appears that one dream of
the Filippinos was that, with
the overthrow of Spanish rule,
there would be no further neces
sity for the payment of taxes.
The imposition of taxes by
Aguinaldo is a rude awakening
from this dream.—Boston Jour
