London, Dec. 10—In an ad
dress at a Conservative gather
ing last night Rt. Hon. Joseph
Chamberlain, secretary of state,
fully discussed the home and
foreign affairs of the British
g.iV'Toinert. Speaking of the
trouble in Egypt, he spoke upon
the possibility of reaching an
agreement with France. “An
understanding,” ho said “is
impossible so long as the French
people pursue t» policy of exas
peration.”
Regarding Russia, he said

necessary or serious complica
tions would arise.
Speaking of McKinley’s mes
