democrats rose to bear testimony
to their allegiance to the young
leader from Coweta. Then it was
that the other side was asked to
rife, and lo and behold, Capt, Ly
on of Bartow and Major Arthur
' Word, of Floyd were alone, there
on foot. These gentlemen pro
' ptHed to hie a contest but as the
majority, as usual, was the other
way, why. as usual the ’‘contest’’
only resulted in a "minority re
port’’ or "protest ’

HOW PEOPLE VIEW IT,
the constitution's kindness to
HINES AM) BITTERNESS FOB AT
KINSON.
To the Editor of the Hu.tler of
Rome: Theie is lots of political
gossip in the air now. The Consti
tution’s vindictive stand against
Atkinson is much talked about.
People talk of the great differ
ence in the bearing of the paper
toward Watson and Hines. The
Constitution was the perfection ol
deference and courtesy in its treat
ment of Watson and his conven
tion. But its manners toward At
kinson and his followers have been
the very reverse.
It has called Atkinson bard
names, exhausting, it would seem,
its Vocabulary of epithets such as
“trickster,” •‘juggler,” “County
stealer,” "curly-head Yellow-stone
Kit.” It goes further and impugns
his character and even holds him
up to ridicule because of his pov
erty.
Nor have Atkinson's adherents
fared any better. But Watson and
his followers cannot complain.
No word of discourtesy has been
uttered against them. People have
noticed this and the courtesy ac
corded the one and the vile abuse
neaped upon the other bas been
toe subject of much comment.
While thus ci incising Atkinson
the Constitution preserves a pro
found silence iu regard to Starnes
the transfer guard, and his con
frere. O’Bryan. It does not call
them home, nor does it criticise
their methods, nor does it tel! the
people in whose employ they are,
or who is furnishing the money
they use iu the counties to control
nominations. The peonle would
like to have this informa’ion.

NOTICE TO CITY PAYERS.
The fax upon real and personal
property levied on by the Mayor and
Council of the cify of Rome for the
fiscal vear of 1894 and 1895 is at the
rate of one and and-fifth of one per
cent on the taxable value. Attention
is c-.lled t > the following sections of
the taxable ordinance.
SrcnoN 4: That the taxes levied in
the pne-ding sections of this ordi
nance shall be required to be paid,
one half on or before the 15th, dny
of June, 1891,'find the other hal n
or before the 15 th, day of Septem
ber, 1891, and the entire amount of
taxes being hereby declared due at
die time of levy, may be paid on or by
tiie first named date—the making of
this tax pay able in two installments
being only for the accommodation
and convenience of the taxpayers
who desire to avail themselves of
this privilege.
