I THE CONVICTS
LEGISLATORS BEGINNING TO
DO EFFECTIVE WORK
SETTLING THE QUESTION
■ Misdemeanor Inspection Feature
Knocked Out.
Atlan'a, Ga , Doc. 7.—The
house eat in committee of the
whole yesterday to consider the
convict bill, and at a late hour
lasi night reported the committee
of eleven’s measure favorably
with but one amendment of Jim
portauce.
1 his nmendment provides for
the undoing of all th e the good
work that the last half dozen
govi ruora of Georgia and a great
may good citizens in priva e life
have done to show that the mis
demeanor convicts of the state are
not being cared for in accordance
with tne law.
It is not longer a secret that in
most counties of the state the pun
ishment of the m'sdcmeanor con
vict is much worse than that of
the felony convict, and in many
instances they are being sold to
uriva’e individuals when the law
requires tl at they bo employed
upon the public works.
In response to repeated recom
mendations made to him by spec
ial commission, Governor Atkin
son strongly reccommended in his
annual message that the state be
given authority to inspect misde
meanor convicts, and to remove
them from the control of county
authorities whenever the law was
violated.
Commissioner Phil Byrd’s report
of the unspeakable condition of
the misdemeanor convicts in many
camps has served to advertise the
everywhere as a commonwealth
which still fostered slavery and
every bill providing for the care
of felony convicts in future that
has thus far been submitted to the
legislature has provided also for
a correction cf the tnisdemean or
convict evil which everybody
admits exists.
Th j committee of eleven devot
ed an entire section of their meas
ure to tin’s neccessary reform, and
made it the du'y of the proposed
penitentiary commissioners to in
spect all misdemeanor convict
camps and tc report all breaches
of the law to the governor, whose
duty it would be to removed such
convicts from the control of the
.■ v.thi ritifF vio'ating it.
Lut one of those unexpected
and unforeseen outbursts of un
looked-for sentiment on the part
of the members resuited in the
striking out of this enure section.
The movement was ’ed by Rep
sentative Rawls of Eflingbam, It
is probable that this secti n of
the bill will be restorted either
by a reconsideration in the honse
or by a renewal in the senate.
Except for the change in this
respect the bill is a reported by
the committee of eleven will go to
the house with a recommendation
of the committee of the whole,
with but few alterations.
That it will piss the senate
and received the approval of the
governor in the event that the
misdemeanor convict section
above m ntioned is restored is no
longer qties 1 ionod.

Nero’s four companions made
very little trouble. The artist’s
