yesterday upon the suggestion of i
the Democratic leaders of the state
that the Hopkins bill in its pres
ent form was not a good in asuro
to enact into law.

that has been published in a long

bill was a revolutionary measure]
arousing opposition in patriotism |
as well as in partisanship, and they •
were quick to take advantage of .
the advice offered them.
The terse and clear-cut int-rvh w
with Governor Atsineon was the
first expression of reul Democratic
sense that had been offered, and
it stirred up both houser as they
have not been stirred before since '
the legislature met.
It was th-.ught best at first to
ca.l a Democra'ic caucus to take
action on the bill, but a hasty poll
of the house showed that this w s
unnecessary. As soon as t became
kuown that the substitute to be
offered by Representative Little
contemplated only a'change in the
Hopkins bill that would make th”
judges and sohei ors elective by
the peopl iof the entire state in
stead of by judicial circuits the
Democratic members fe 1 into line
with very few exceptions.
When it became apparent that
no caucus was necessary the entire
matter was dumped upon the gen
eral judiciary committee of the
house. This committee met at 3
o’clock in the ifternoon, and,after
the consideration of pome minor
measures, took up the Hopkirt
bill.
As soon as it was read Repres
entative Lit'le offered h a amend
ment and a brisk debate followed.
Representative Fogarty, of Rich
mond, opposed the substitute and
the populist andjepnblican mem
bers of the committee joined him.
But all their eloquence had little
effect and the final vote was in
favor bf the amended bill by a
large majority.
The amended bill will ba pre
sented to the house in a day or tw o
and i's presentation will serve a
double purpose. It will put th.
populists on notice that if they
really favor the election of judges
by the people they must suppoit
the bill and it will show that tin
democrats ar<> perfectly willing t
comply with what they believe to
be a pogular demand for reforn
and to leave the selections of th
judiciary squarely with the voter
of the state.
