Washington, D, C.—Confldent that
the time is “ripe” for a more eficient
postal service in the south, the ap
peals of the people from below Mason
and Dixon's line for increased facil
ities of that character will not go un
heeded by Uncle Sam., Plans now
being formulated by officials of the
postofice department contemplale the
establishment during the present year
of a greater number of new rural free
delivery routes in the southern states
thnn in any other section of the coun
ry. -
It has only been within recent years
that the people of the south have
come to realize the great benefits to
be derived from the rural free deliv
ery service, The failure to appreci
ate what was at that time regarded
as somewhat of an “experimeniL”’ was
not confined to the south altogether
by any means, as other sections were
not awakened to a realization of the
good effects of that service.
A new spirit now, however, has come
over the south, and the people of
that part of the country are appre
ciating to the fullest degree the bene
ficial results of the rural free delivery
system, Overcoming what the post
office department regarded as natural
barriers to an extension of the rural
free delivery service in many sections
of the south, the way is now clear
for establishing hundreds of new
routes in various southern states.
It is one of the requirements of the
department in the establishment of
new routes that the roads shall be
kept in good condition. Although the
postoffice department has been as len
ient as possible in the enforcement of
this regulation in the south, owing to
natural obstacles, nearly half of the
petitions for additional routes in the
past have been rejected. Now, how
ever, that the good roads infection
is sweeping over the south, the ob
stacles to increased postal facilities
are rapidly being removed with con
sequent beneficial results in that re
spect. One of the most potent sac
tors in bringing about a better sys
tem of highways in the south has
been the inauguration of the rural
delivery service.
The south will share to a larger ex
tent than in any other section of the
country in the proposed distribution of
rural free delivery service during the
present year, More than five hundred
new routes are to be established in
various southern states, which is near
ly 50 per cent of those for the entire
country.
There are now in operation in the
southern states nine thousand eight
hundred and seventy-four rural routes,
or about 24 per cent of the total num
ber of routes in operation, which cov
er 237,469 miles of roads. These routes
which cost the government a total of
$8,549,218 per annum to maintain, are
divided among the states as follows:
Alabama 879, Arkansas 344, Florida
140, Georgia 1,533, Louisiana 115, Mis:
sisssippi 625, North Carolina 1,245,
South Carolina 709, Tennessee 1,571,
Texas 1,745 and Virginia 950. In these
states rural delivery has been organ:
ized on a full county basis, in eighty
nine counties as soon as it can be
arranged.
INSANE CRIMINAL CAUGHT.

Berlin, German.—The man who, dur
ing the last fortnight, has been mak
ing a series of attacks upon women
on the streets, has been captured. He
made an attempt to stab a woman on
Friedrich strasse, one of the crowd
ed shopping streets of the city. The
clothing of his intended victim was
cut, but she herself suffered no harm,
The woman screamed, and her assail
ant fled into a house on an adjoining
street, where he was at omnce seized
by a policeman. He is a young man.
This was the thirty-sixth “ripper”
.case since the beginning of the out
rages. The descriptions of the assail
ant do not agree, and for this rea
son it is believed other men have
been engaged in the work. There has
been an actual state of terror among
the women of Berlin, many servants
refusing to go on the streets alone
after nightfall. The police have made
every effort to capture the assailant.
They even had special detectives
dressed up as women to saunter
through the streets inviting attack,
but all to no purpose.
The assailant would approach his
intended victim quietly, strike at her
swiftly with a sharp stiletto, and then
make his escape. ;

of a prankish girl. “For the Sake
of the Kid,” by Theodore Walers, has
to do with the “lower five” of beg
gardom. “The Tree, the Rope. and
the Man,” by Will Levington Com
fort, is a dramatic tale of the west,.
“Miss Tooker's Wedding Giit,” by
John Kendrick Bangs, is a sprighily
story which incidentally reveals some
unique publishing® methods. “The
Garden of Forgotten Things,” by
Ella Wheeler Wicox, is a charming
sketch, and the same might by said
of “Kiss Money,” by Bolton Hall
«The Nerve of Joe,” by D. C. Lawless,
is another good story.
