The Klev, Russia, police have for
pldden the celebration at the univer
sity here of the centennial of Charles
Darwin on the ground of religious ob
jections to the Darwinian theory.
In an official statement issued In
New York City by President-elect
Toft, it is positively announced that
ox-Governor Mpyron T, Herrick of
Ohlo is not to receive the portfolio
of esovetary of the treasury, Governor
Herrick could not accept the place,
his business affairs being in such
nhape as to preclude it. Mr, Taft sald
Governor Herrick so notified him as
early as last December.
The estimated population of the
city of New York is 4,422,685 accord
ing to Health Commissioner Thomas
Darlington's annual report. The in
crease during 1908 aggregated 137,250
persons,
Burglary insurance companies
throughout the United States have de
cided to substantially increase their
rates because of the many recent
burglaries, This was decided upon
at a recent meeting in Philadelphia,
although it did not become known un
til yesterday. The increases are to
include the rates to banks all over
the country, and all classes of burg
lary insurance in New York city.
The keel of the battleship Utah,
a sister ship of the Florida, now be
ing constructed at the Brooklyn navy
yard, was laid in the yard of the New
York Shipbuilding company, Camden.
The new battleship is to have a dis
placement of 21,387 tons, and will
have a speed of 21 knots an hour.
The contract price, without armor or
armament, is $3,946,000. Her tonnage
is 1,000 tons greater than the North
Dakota and Delaware, the most re
cent Dreadnaughts.
The mail carrier on a Norfolk and
Western train while running forty
miles an hour by Roberfield, Va,
snatched a mail pcuch from a sta
tionary crane and on opening it in
the car the five clerks were astound
ed to find that an unaddressed pack
age in the pouch contained one tnous
and nitroglycerine caps. It is thought
the package got into the pouch by
mistake .The.mail clerk who caught
the pouch nearly fainted in the car
when he found what it contained.
The British government, which has
been much criticised of late for lag
ging behind in experiments in aerial
navigation, has now called to its assis
tance the best available experts for
advice with regard to future policy.
In making the announcement in the
house of commons Secretary of War
Haldane announced that the govern
ment was considering the advisability
of trying to secure the services of the
Wright brothers and their aeroplane.
“] am trying to make my course of
action concur with the admonition of

is the statement made by the Rev.
Ferdinand S. Rockwell, of the Sheri
dan Park Methodist Church, Chicago,
in explanation of a determination to
quit his pulpit for ~ term, possibly no
longer than a year, during which he
hopes to “catch up” financially. “My
salary of $2,500 » year is ample for
the needs of my family,” he said. “As
salaries go in the church, it is most
generous. As a matter of fact, I have
a nressing obligation to meet in the
near future, the payment of which I
cannnt nnstpone. In the church, upon
my present salary, I cannot meet the
obligation, It is a question of simple
mathematics. It is mey purpose 1n
leaving the church for a time to wipe
out that obligation. Then I shall ex
pect to return to the work.”

The house of representatives, by
sweeping majorities, many times de
fied the senate by rejecting its amend
ments to the legislative appropriation
bill, providing for salary increases for
the president, the vice president, the
speaker, the judiciary and for the
creation of the office of under secre
tary and fourth assistant secretary of
state. Party lines were obliterated
completely.
The senate passed the diplomatic
and consular appropriation bill, carry
ing $3,646,386. The house provision,
vesting in a vice councul general ju
dicial authority in eivil and criminal
cases heretofore. vested in the consul
general of China, was, on motion ot
Mr. Bacon, stricken out, and the
Lodge amendment appropriating S4OO,
000 for ground and building for the
American embassy was, on .motion of
Mr. Hale, laid on the table. S
The eoming hunting trip of Presi
dent Roosevelt to Africa was the sub
ject of a short discussion in the
house of representatives. Mr. Garrett:
of Tennessee wanted to know how
much of the expense of that expedi
ture was to be paid by the govern
ment. Mr. Mann of Illinois volunteer
ed the answer that no public moneys
were to be used. He said that there
was nothing in connection with the
pronosed trip that could be criticised.
Washington, D. C.—The remarkable
feature of the “inaugural souvenir,” is
sued by the committee in charge of
the inaugural ceremonies is a bio
graphical sketch of President-elect
Taft by President Roosevelt. It has
peculiar significance in view of ru
mors published to the effect that fric
tion existed between Roosevelt and
Taft. They keynote of the president’s
gsketch may be found in these words: ‘
«\o man of better training, no man
of more. dauntless courage oOr com
mon sense and higher character has
ever come to the presidency than Wil
liam Howard Taft.” ]
The president, in concise terms, pre
cedes this statement with a history of
the president-elect, touching simply
upon his public achievements.
