the following recomendations:
Pirst. Thata monthly pension
be paid to Miss Martha Sellers,
of four dollars per month, to be
placed in ‘the hands of 3 .
Varns to be used for her benifit.
Second. That a monthly pen
sign of three dollars he paid to
Miss Bettie Wheeler
Third. That a monthly pen
sion of tem dollars he paid to
C. Z. Ellis and daughter, Lizzie
Ellis, in lien of eight dollars per
month already drawn from our
county. Said amount to be paid
to C. Z. Ellis. '
Fourth. That a pension of
fivedollars per month be paid
to Mrs. Amanda Willianms.

- We recomend that the follow
ing committee, J. J. Frazier,
J. A, Cromartie and M. B. John
son, acting asbuilding committee
to co-operate with the Ordinary
of Jeff Davis Ccunty in building
a jail, and that this committee
have equal power with said Or
dinary in buying material con
tracting for buildingand inevery
other way completé sard jail build*
ing. And the said Ordinary and
said committee proceeds atonce
toborrow the moneyand tomake
what ever arrangements they
deem best to secure funds for
the building and completion of
said jail, with dwelling for Sher
iff attached, or detached, as they
deem best. Said jail and resi
deice not to cost exceeding
Twelve Thousand Dollars, nor
less than Eight Thousand Dol
lars, aed the said committee be
given the power to choose and
obtain by purchase otherwis:
suitable location for said jail and
residence, and thut said com
mittee be paid two dollars per
day for their services rendered
and that the sinking funds be in
creased to meet the dbove re
quirements.
On motion the election of
buiiding committee for jail was
elected by secret ballot.
We recomend that Mark: Ellis
be appointed Notary Public of
Blackburn Distriet
Recomended that Jeff Davis
County do not take their part of
convicts from the state.
We recommetid that the Ordi
nary have the public roadsin the
county put in better condition at
‘once, and that the road laws be
enforced, ‘

sentative introduce a bill in the
next Legislature prohibiting Di
vorce, except on scriptural

The committee appointed by
last Grand Jnry have seen my
bouks and will report theron tq
your body.
There were during last year
90 white schools, with an enroll:
ment of 763, ot about 28 to the
school upon an average.
There were 6 colored schools
with an enrollment of 198 or 33
to the school upon an average.
The entire enrollment for the
year for beth races was 161, ex
ceeding the year 1907 by 44. While
the increased enrollment is only
lslight, the general average for
;the year 1908 was about 12 per
cent bettar than for the year pro
ceeding.
The schogls are now in pyom
ising condition, and the outlook
is bright for the present year,
There is one serious drawback
vis: not eneugh funds available
to build and furnish modern
school houses and run the
schools fer a sufficeint length
term to agcomplish what is ex
pected of them.
We have an eaynest body of
teachers who are doing their
best and the wonder is that they
are doing as well as they are
under the circumstances.
The best, and in fact, the only
way out of the difficulty isasl
have said be‘ore through local
taxation.
The provisions of this law
are familiar to most people, and
and anyene wish to do so can
get a copy by calling at my office
at the court house on any Sat
urday. :
We hope in the near future
to conduct an aggressive cam
paigu on this issue, and earnestly
ask all friends of educatior. liv
ing in the rural communities to
look into the provisions ‘of this
law and if they can do so con
scientiously to give it their sup

We the committee appointed
by the Grand Jury at the Sep
tember adjourned term of Super
jior court of Jeff Davis County,
to examine the books and records
of the variotts county officers
beg leave to subniit the follow
ing report. We have examine
the books of the Ordinary, Clerk
Sheriff, Treasure and County
School Commissioner, and find
them all correctly and very neat
ly kept. We find, however, one
item of $25.00 paid from the
county funds for attorney fees,
in prosecuting the burgiary
cases in commitment trials, and
not being fully advised in the
matuer as its legality, we submit
the same to the Grand Jury for
their consideration. @ Wefind a
balance in the treasury, Sep. 1.

We do not question the hones
ty of any citizen of our county
in making their returns, but we
are sure that the market value
of lands in our county is reas
onable at $3.00 per acre and we
are also satisfied that the wild
land of our county is well worth
from five to ten dollars per acre
on the market, yet we put all
lands in at $3.00 per acre exce pt
when we are sure ithas round
timber, and this we putat $20.00
per acre.

officers employ the services of a
machanic to find the cause of the
cracks of the different parts of
the court house and a remedy
for the same and report to the
next Grand Jury.
We find that the jail used by
the County at Hazlehnrst is un
fit and unsafe, being located
near the Public. Privgy, thereby
endangering the lives and health
of those confined therein.
